SUBJECT:

San Mateo Medical Center, Replacement of Main Lobby Linoleum Flooring (Project No. P16Y1)

 

RECOMMENDATION:

Adopt a Resolution authorizing:

 

1.

The President of the Board of Supervisors to execute an agreement with Rodan Builders, Inc. in the amount of $209,000.00 for the Replacement of the Main Lobby Linoleum Flooring Project at the San Mateo Medical Center, effective from August 10, 2010 to August 9, 2011; and

   

2.

The Director of Public Works to execute subsequent change orders up to a maximum aggregate amount, not to exceed $31,350, or 15% of the agreement amount.

 

BACKGROUND:

The linoleum flooring in the San Mateo Medical Center Main Lobby has deteriorated and requires replacement due to adhesive bond failures between the linoleum flooring and the sub-floor. The project work includes moisture testing; installation of a moisture barrier system; and the removal and replacement of the linoleum flooring and recessed carpeted entrance mat systems.

 

On June 8, 2010, your Board adopted Resolution Number 070854, which adopted plans and specifications, including conformance with prevailing wage scale requirements, and called for sealed bids for the above referenced project.

 

DISCUSSION:

On Tuesday, June 29, 2010 bids were accepted for this project and subsequently referred to this office for analysis and recommendation. The bid of:

 

Rodan Builders, Inc.

859 Cowan Road

Burlingame, CA. 94010

 

at $209,000.00 was the lowest responsible bid received. Staff has reviewed the work with Rodan Builders, Inc. and determined their bid accurately reflects the costs for this work. This bid includes a base bid of $197,000, an additional $12,000 for installation of all exterior floor drains per the plans (Additive Alternate Bid 1). A summary of the bids received is attached as Exhibit “A”.

 

Staff reviewed the bid documents and has determined that the Equal Employment program submitted by Rodan Builders, Inc., Inc. is in accordance with the current Equal Employment Guidelines, and that the Contractor complies with the equal benefits and jury duty pay provisions of the County ordinance code.

 

County Counsel has reviewed and approved the Resolution as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Healthy Community by preserving and maintaining the County’s facilities in good order for the visiting public.

 

FISCAL IMPACT:

The total cost for the project is $240,350.00, which includes authorization for up to $31,350.00 in change orders. The change order amount is used to pay the contractor for any unforeseen conditions or variances in the scope of work not anticipated in the agreement documents. This project is included in the FY 2010-11 Capital Project Budget.
