Establish Four Parking Restrictions in Menlo Oaks Area

 

RECOMMENDATION:

Adopt Resolutions establishing:

 

1.

Two No Parking Zones on Ringwood Avenue in Menlo Oaks Area;

 

2.

A Park Against Curb Zone on Ringwood Avenue in Menlo Oaks Area; and

 

3.

A No Stopping During Specified Hours Zone on Ringwood Avenue in Menlo Oaks Area.

 

BACKGROUND:

Section 22507 et al of the California Vehicle Code and Sections 7.24 through 7.52 of the County Ordinance Code allow the Board of Supervisors to establish parking zones that prohibit or restrict the stopping, parking, or standing of vehicles.

 

DISCUSSION:

The City of Menlo Park will begin construction of their Safe Routes to School Improvements Project for Laurel Elementary School this summer. As a part of their proposal for this project, the City has recommended that several parking restrictions be established along Ringwood Avenue to facilitate the loading and unloading movements of school children. County of San Mateo’s Department of Public Works staff investigated the recommendations for additional traffic control and concurs with the City. Staff recommends that four new parking zones be established on Ringwood Avenue.

 

Property owners on adjacent blocks extending a minimum of 300 feet from the proposed parking restriction locations were notified of the date and time of the Board’s meeting when these items will be considered. Three property owners are in support of the proposed parking zones, and two property owners provided opposing input and requested that no parking zones be established on nearby Altree Court. These comments were forwarded to the Town of Atherton, as Altree Court is within that city’s jurisdiction. A summary of the public input received is included in Attachment “A.”

 

The location of signs and parking zones on County maintained streets are shown on maps in the Department of Public Works, and will be made available in list form on the Department’s web site. The master lists will be updated to reflect the recommended changes if your Board approves the proposed resolution.

 

Approval of these resolutions contributes to the Shared Vision 2025 outcome of a Livable Community by allowing residents, parents of school children, and the greater school community to help shape neighborhood parking designations in a way that best fit their collective needs.

 

County Counsel has reviewed and approved the Resolutions as to form.

 

FISCAL IMPACT:

The cost for staff time involved in evaluating and processing requests for parking restrictions is part of the administrative cost associated with evaluating traffic-related requests involving the County maintained road system, and is financed with Road Funds. The City of Menlo Park will fund the parking signs with Safe Routes to School grant funding. The cost of maintaining the signs and markings will be financed with Road Funds. There will be no impact to the General Fund.
