SUBJECT:

Application for Federal Surface Transportation Program and/or Congestion Mitigation and Air Quality Improvement Program Funding

 

RECOMMENDATION:

Adopt a Resolution authorizing the Director of Public Works, or his designee, to submit an application with the Metropolitan Transportation Commission for federal Surface Transportation Program and/or Congestion Mitigation and Air Quality Improvement Program funding to resurface various streets in the Ladera, North Fair Oaks, District 4, and Palomar Park Areas.

 

BACKGROUND:

On February 23, 2010, your Board adopted Resolution No. 070654, which authorized the Director of Public Works to prepare plans and specifications for the resurfacing of various streets in the Ladera, North Fair Oaks, District 4, San Mateo Highlands and Palomar Park Areas; file a Notice of Exemption for a California Environmental Quality Act Categorical Exemption; and advertise for bids and make contract award recommendations to your Board for this work. The execution of these resurfacing projects was dependent upon funding through a federal stimulus proposal, “Jobs for Main Street Act of 2010” (Act), which in the end was not approved by Congress.

 

DISCUSSION:

The City/County Association of Governments (C/CAG) is the Congestion Management Agency for the County of San Mateo and administers federal funding available through the Metropolitan Transportation Commission (MTC). C/CAG informed the Department that the County is eligible to apply for federal funding pursuant to MTC’s Surface Transportation Program (STP) and/or Congestion Mitigation and Air Quality Improvement (CMAQ) Program funding.

 

In order to receive STP/CMAQ Program funding, MTC requires eligible project sponsors to submit an application and that their Board adopt a resolution which provides assurance to complete the work, compliance with regulations under the STP/CMAQ Program, and a commitment of necessary non-federal local matching funds. The Resolution is in a template form as required by MTC.

 

The Department recommends application of STP/CMAQ Program funding from MTC as an alternate funding source for the resurfacing projects originally proposed to be financed through the Act. These projects have existing plans and specifications and meet the STP/CMAQ Program funding requirements. However, the Department is recommending that work previously contemplated in the San Mateo Highlands area be eliminated due to reduced funding the Department expects to receive from MTC versus the Act.

 

The Department requests the Board authorize the Director of Public Works, or his designee, to execute and file an application with MTC. If the funding is approved by MTC, the Department will complete preparation of the plans and specifications for the work, which will be bid on a competitive basis

 

County Counsel has reviewed and approved the Resolution as to form.

 

Submitting an application for STP/CMAQ Program funding will contribute to the Shared Vision 2025 outcome of a Livable Community by completing projects that will provide the public with well-maintained and drivable roadways.

 

FISCAL IMPACT:

The estimated cost of the proposed projects is $1,600,000.00. The STP/CMAQ Program funding and local matching funds will be used to finance the construction management and construction contract expenses. The projects will be initially financed from the Road Fund as STP/CMAQ funds are received on a reimbursable basis. The Road Fund has sufficient funds available to manage the cash flow requirements of the projects while payments are being requested of MTC. The Department anticipates spending approximately $30,000 in additional Road Funds to complete finalization of project plans and specifications, and application of STP/CMAQ Program funds. These costs are not reimbursable by STP/CMAQ Program funding.
