RESOLUTION IN OPPOSITION OF PROPOSITION 23, THE CALIFORNIA JOBS INITIATIVE BILL, THAT WILL APPEAR ON THE NOVEMBER 2, 2010 GENERAL ELECTION BALLOT AND ENCOURAGE THE CALIFORNIA AIR RESOURCES BOARD TO ESTABLISH AMBITIOUS REGIONAL GREENHOUSE GAS REDUCTION TARGETS AS ENVISONED BY SENATE BILL 375

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, air pollution causes thousands of deaths and illnesses in California annually; and

 

WHEREAS, Assembly Bill 32, the Global Warming Solutions Act of 2006, holds polluters accountable for their emissions and requires them to reduce air pollution that threatens public health and contributes to climate change; and

 

WHEREAS, the Global Warming Solutions Act builds on decades of state policies and has catapulted California to the forefront of the clean technology industry- sparking innovation and clean energy businesses that are creating new green jobs in California; and

 

WHEREAS, Proposition 23 would suspend the implementation of Assembly Bill 32 unless California’s unemployment rate drops to 5.5% or less for four consecutive quarters; and

 

WHEREAS, the suspension of Assembly Bill 32 would dampen additional investment in clean energy businesses resulting in job losses, decreased economic activity and delay the public benefit of reduced air pollution; and

 

WHEREAS, the California Legislature enacted Senate Bill 375 (Chapter 728, Statutes of 2008) to encourage integrated land use and transportation planning that supports air quality and public health goals; and

 

WHEREAS, Senate Bill 375 directs the California Air Resources Board to set regional reduction targets for reducing greenhouse gas emissions from automobiles and light trucks, which is critical to implementing Assembly Bill 32; and

 

WHEREAS, the California Air Resources Board is currently working to set regional reduction targets;

 

WHEREAS, it is critically important the California Air Resources Board set ambitious regional gas reduction targets to fully implement Senate Bill 375.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors by the adoption of this Resolution hereby opposes Proposition 23, the California Jobs Initiative Bill, and encourages the California Air Resources Board to implement Senate Bill 375 by setting ambitious regional greenhouse gas reduction targets that support air quality and public health goals.
