RESOLUTION:

A.

WAIVING THE REQUEST FOR PROPOSAL PROCESS; AND

B.

AUTHORIZING THE PURCHASING AGENT TO PURCHASE TALON ROBOT ACCESSORIES AND HAZMAT SENSORS FROM QINETIQ NORTH AMERICA IN THE AMOUNT OF $111,460.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the Sheriff’s Office of Emergency Services received funding from the FY 09 Urban Area Security Initiative(UASI) Grant to purchase accessories and Hazmat sensors for the Talon Robot used by the Sheriff’s Office Bomb Squad; and

WHEREAS, the accessories and Hazmat sensors from Qinetiq North America have the capability to identify biological and chemical agents without sending individuals into the “hot zone;” and

WHEREAS, the Sheriff’s Office Bomb Squad already uses a Talon Robot manufactured by Qinetiq North America for use in the mitigation of potential bomb incidents; and

WHEREAS, to prevent compatibility and training issues, waiving the Request for Proposal process is being requested since the Bomb Squad currently uses the Talon Robot manufactured by Qinetiq North America; and

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors waives the Request for Proposal process and authorizes the Purchasing Agent to purchase Talon Robot accessories and Hazmat sensors from Qinetiq North America in the amount of $111,460.
