RECOMMENDATION:
|
Adopt a Resolution authorizing the:
|
A)
|
President of the Board to execute an Agreement with One East Palo Alto for consultation and multi-cultural center services for the term July 1, 2010 through June 30, 2011, for a maximum obligation of $177,729; and
|
|
|
B)
|
Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:
|
Since 2001 One East Palo Alto (OEPA) has provided leadership in the East Palo Alto community by convening multi-cultural groups and organizations into a broad-based community coalition. In October 2006 OEPA began providing contracted facilitation and coordination services for the East Palo Alto Mental Health Community Advisory Group (EPAMHCAG). Since June of 2007 OEPA has contracted with Behavioral Health and Recovery Services for the provision of community outreach and engagement services for the East Palo Alto region.

On October 23, 2008, your Board approved an Agreement with OEPA for the provision of technical consultation for the EPAMHCAG and mental health outreach and engagement services. Through the consultant, OEPA is able to coordinate services and at the same time create relationships in East Palo Alto that provide support and outreach and engagement services to consumers. In October 2008 OEPA was selected through a Request for Proposals process to provide multi-cultural center services in East Palo Alto for consumers of mental health services. In November 2008 your Board approved an Amendment with OEPA for the provision of multi-cultural center services.

DISCUSSION:
|
OEPA will provide technical consultation, increasing community education activities and integration of mental health services with other community organizations, for the EPAMHCAG, and multi-cultural center services in East Palo Alto for consumers of mental health services. The East Palo Alto Partnership for Mental Health Outreach, a partnership of OEPA, El Concilio of San Mateo County, For Youth by Youth, Free At Last, and Pacific Tonga Ma’a Tonga work closely with the Behavioral Health and Recovery Services (BHRS) clinic in East Palo Alto. Multi-cultural center services are provided in an environment that is welcoming to adult consumers and their families who are multi-racial, multi-cultural and multi-generational, with a particular focus on clients who are African-American, Latino, or Pacific Islander.

There are two One EPA Agreements before your Board, one with Medi-Cal Administrative Activities (MAA) and one without, in order to meet the State MAA billing requirements. MAA funding is available to Medi-Cal eligible or potential Medi-Cal eligible consumers, to educate them about the need for Medi-Cal services. This Agreement does not include MAA funding.

The Contractor’s insurance has been reviewed and approved by Risk Management. The Agreement and Resolution have been approved by County Counsel. The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

Subsequent to the final adoption of the State budget it may be necessary to make changes to this contract in order to reflect legislative action. This contract is recommended to your Board at this time in order to provide a continuity of services to the community until final funding levels can be determined. The contract provides that the County may reduce the scope of the contract to reflect any shortfall in funding from State or federal allocations.

The Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing technical consultation and multi-cultural center services for consumers of mental health services. BHRS provides a range of services to promote support to consumers of mental health services. The provision of consultation for consumers is one established level of care. The services provided through this Agreement contribute to this measure. It is anticipated that no fewer than 63 clients will be referred for mental health services as a result of OEPA’s consultation efforts.

* It appears the increase is due to clients accessing alternate services as Medi-Cal funded services for adults decrease. Additional evaluation will be necessary to determine if the increase is a one time change or a steady growth.

FISCAL IMPACT:
|
The term of the Agreement is July 1, 2010 through June 30, 2011, and the maximum obligation is $177,729. The Agreement will be 100% funded by MHSA funds. There is no Net County Cost. Funds for these services have been included in the BHRS tentatively Adopted FY 2010-11 Budget.
