SUBJECT:

Recommended Revision to the Salary Ordinance

 

RECOMMENDATION:

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

BACKGROUND:

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

 

DISCUSSION:

The salary ordinance changes herein represent the:

reclassification of one position;

splitting of one full-time position to two half-time positions;

deletion of one position; and

addition of one position.

 

These actions were approved for study by the County Manager's Office and the amendment has been reviewed and approved by the County Counsel’s Office.

 

These changes contribute to the Shared Vision 2025 outcome of a Prosperous Community by ensuring that departments have staff with the skills necessary to perform the work and allow departments to provide exceptional service to the community.

 

The specific actions are discussed in detail below.

 
 

ORGANIZATION 14000 CONTROLLERS

 

Action:

Reclassify: One position of E030S, Accountant Series
Biweekly Salary: $2,359.20 - $2,758.40
Approximate Monthly Salary: $5,112.00 - $5,977.00

   
 

To: One position of E018, Property Tax Specialist. Same Salary.

   

Explanation:

This is the reclassification of one vacant Accountant II position to Property Tax Specialist. This new classification of Property Tax Specialist best represents the duties and responsibilities of this position. This action represents no change in the monthly salary and benefits cost. There is no change in the total number of authorized positions.

 

ORGANIZATION 30000 SHERIFF’S OFFICE

 

Action A:

Split: One position of H029S, Criminalist Series
Biweekly Salary: $2,600.00 - $4,048.00
Approximate Monthly Salary: $5,634.00 - $8,771.00

   
 

Into: Two half-time positions. Same Salary

   

Explanation:

This is the conversion of one full-time position to two half-time positions. This conversion will assist in the overall strategic effectiveness of the crime laboratory. This action represents no change in the monthly salary and benefits cost. The total number of authorized positions is increased by one.

 

ORGANIZATION 62000 COMMUNITY HEALTH

 

Action A:

Delete: One position of E416S, Medical Office Assistant Series
Biweekly Salary: $1,431.20 - $1,927.20
Approximate Monthly Salary: $3,101.00 – $4,176.00

   

Action B:

Add: One position of F156, Laboratory Assistant II
Biweekly Salary: $1,512.80 – $1,891.20
Approximate Monthly Salary: $3,278.00 - $4,098.00

   

Explanation:

This is the deletion of one vacant Medical Office Assistant Series position and the addition of one vacant Laboratory Assistant II position. This change will provide the Public Health Laboratory more flexibility in distribution of work given new work processes as a result of new laboratory technology. These actions represent a monthly salary and benefits savings of $81 based on filling the positions at the top step of the range. There is no change in the total number of authorized positions.

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits savings of $81 or an estimated annual savings of $972.
