San Bruno Mountain State and County Park Sewer Line Project [Project No. P19Z1]

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

 

1.

President of the Board of Supervisors to execute an agreement with Nexgen Builders, Inc. in the amount of $257,194.46 for the San Bruno Mountain State and County Park Sewer Line Project; and

 

2.

Director of Public Works to execute change orders up to a maximum aggregate amount not to exceed $38,578.54, or approximately 15% of the agreement amount; and

 

3.

Director of Parks to file a Notice of Exemption for a California Environmental Quality Act Categorical Exemption.

 

BACKGROUND:

Two septic leach fields that serve restrooms at San Bruno Mountain State and County Park, including the main restroom, the ranger entry station restroom, and the recently replaced day camp restroom, have outlived their usefulness and need to be abandoned. This project will connect the restrooms to the City of Daly City’s sanitary sewer system on Alta Vista Way.

 

On July 13, 2010 your Board adopted Resolution No. 070931, which adopted plans and specifications, including conformance with prevailing wage scale requirements and calling for sealed bids for the above-mentioned project.

 

DISCUSSION:

On Tuesday, August 17, 2010, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bid of:

 

Nexgen Builders, Inc.

225 Demeter Street

East Palo Alto, CA 94303

 

at $257,194.46 was the lowest bid received. A summary of the bids received is attached as Exhibit “A”.

 

Staff reviewed the bid documents and has determined that the Equal Employment program submitted by Nexgen Builders, Inc. is in accordance with the current Equal Employment Guidelines, and that the Contractor complies with the equal benefits and jury duty pay provisions of the County ordinance code.

 

The County of San Mateo Department of Parks has determined that this project qualifies for a Categorical Exemption pursuant to Section 15303 (d) of the California Environmental Quality Act (CEQA) Guidelines for Implementation, which provides that the construction of small new equipment and facilities in small structures, which includes sewage extensions of reasonable length to serve such construction, is exempt from review. We request your authorization to file a Notice of Exemption for a CEQA Categorical Exemption for this project.

 

County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

Approval of this Resolution and Agreement contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community by replacing an aging septic system with a new sewer system.

 

FISCAL IMPACT:

The total estimated cost for construction is $295,773.00, which includes authorization for up to $38,578.54 in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.

 

The project will be financed from the Parks Acquisition and Development Fund, which is funded from state and federal grants and donations.

 

There is no impact to the General Fund.
