Salary Ordinance Amendment Adding 28 Positions to the Sheriff’s Office

 

RECOMMENDATION:

Adopt an ordinance amending the salary ordinance and waiver of reading the ordinance in its entirety to add a total of 28 positions to the Sheriff’s Office.

 

BACKGROUND:

At the December 14, 2009 City of San Carlos Council meeting, the Council discussed and authorized staff to contact neighboring law enforcement agencies to obtain proposals to provide contract law enforcement services for San Carlos.

At the May 10, 2010 San Carlos City Council Meeting, the Redwood City Police Department and the Sheriff’s Office both made presentations to the City Council, City staff and the public with regards to the proposed law enforcement services.

At the May 24, 2010 San Carlos City Council Meeting, the Sheriff’s Office was identified as the preferred proposal and the Council directed City staff to begin working with the Sheriff’s Office to develop a proposed Law Enforcement Services Agreement and Transfer of City Personnel, Equipment and Facilities Agreement.

 

DISCUSSION:

The City of San Carlos and the Sheriff’s Office have been working collaboratively to draft a Law Enforcement Services Agreement and Transfer of Personnel, Equipment and Facilities Agreement. The Law Enforcement Services Agreement will describe the actual services in which the Sheriff’s Office will provide the City of San Carlos. A separate Transfer Agreement will outline the transfer of personnel, equipment and facilities from the City to the County.

The proposed effective date for both agreements is October 31, 2010. Through this process, the Sheriff’s Office has agreed to hire all existing full-time San Carlos Police Department employees. It is anticipated that the Sheriff’s Office will fill 11 vacant positions within the Sheriff’s Office with San Carlos Police Department employees. There are 28 positions that need to be added to the Sheriff’s Office to account for the positions that are being funded through the law enforcement services contract effective October 31, 2010. Once the Law Enforcement Services and Transfer Agreements have been approved by the San Carlos City Council, they will be presented to your Board for approval and execution.

Due to the need to hire existing City employees effective October 31st, the Sheriff’s Office is requesting adoption of the salary ordinance amendment separate from the approval of the contracts to allow for the second reading of the ordinance and for the changes to become effective at the start of the first pay period 30 days following adoption.

County Counsel has reviewed and approved the Ordinance as to form.

Approval of this Salary Ordinance Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by ensuring that the Sheriff’s Office has sufficient staff to ensure the neighborhoods of San Carlos are safe and the transition of law enforcement services from the City to the County are seamless.

 

FISCAL IMPACT:

The salary and benefit cost of the contract positions is $6,153,772 and will be funded by the City of San Carlos so there will be no Net County Cost. This will be included in the Sheriff’s Office budget through an Appropriation Transfer Request (ATR) at the time the Law Enforcement Services Agreement and Transfer Agreement are presented to the Board for approval.
