RESOLUTION 1) ADOPTING THE AUGUST 2010 LEVEE OPERATIONS AND MAINTENANCE MANUAL , FOR THE LEVEE AT SAN CARLOS AIRPORT; AND 2) AUTHORIZING PUBLIC WORKS STAFF TO UPDATE AND AMEND THE LEVEE OPERATIONS AND MAINTENANCE MANUAL IN THE FUTURE AS MAY BE REQUIRED.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that
|
|
WHEREAS, The Federal Emergency Management Agency (FEMA) is updating and digitizing their Flood Insurance Rate Maps for San Mateo County which will identify areas in the County that do not meet FEMA’s new levee height requirements triggering mandatory flood insurance for homeowners with federally backed mortgages within those communities; and
|
|
WHEREAS, The Redwood Shores Peninsula is one of the communities that would currently be placed in a flood hazard zone and the City of Redwood City is working to improve and certify the levee system protecting Redwood Shores in order to meet FEMA’s new criteria; and
|
|
WHEREAS, A portion of this levee system at the San Carlos Airport is owned by the County and the County is assisting the City with the construction of improvements and the certification of the Airport levee and has agreed to maintain the improvements once they have been completed; and
|
|
WHEREAS, FEMA’s levee certification process requires that the agency that is maintaining a levee adopt an Operations and Maintenance Manual outlining the procedures for the monitoring, inspection and maintenance of the levee; and
|
|
WHEREAS, the Director of Public Works has recommended the approval of the Airport Levee Operations and Maintenance Manual dated August 2010, and the Board has considered the manual and concurs with the recommendation.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:
|
|
1.
|
The Levee Operations and Maintenance Manual dated August 2010, is adopted for the San Carlos Airport; and
|
|
2.
|
Public Works staff is authorized to update and amend the Levee Operations and Maintenance Manual in the future as may be required.
