Agreement with Asian American Recovery Services, Inc.

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

A) President of the Board to execute an Agreement with Asian American Recovery Services, Inc., for provision of mental health services to seriously emotionally disturbed students at middle schools in San Mateo County, and outpatient mental health services authorized by the Mental Health Plan for northern San Mateo County for the term of July 1, 2010 through June 30, 2012, in an amount not to exceed $587,284; and

 

B) Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND

Providing school-based mental health services is a strategy identified by the State Department of Mental Health as necessary in reducing barriers to accessing mental health services for the Filipino community. Asian American Recovery Services (AARS) has partnered with San Mateo County Behavioral Health and Recovery Services (BHRS) to implement culturally competent initiatives that enable the mental health system of services to provide culturally-based services to members of the Filipino community and other underserved populations. AARS provides school-based mental health services to seriously emotionally disturbed students at middle schools in San Mateo County. On March 15, 2010, BHRS issued an RFP for school-based services. AARS submitted a proposal and was selected to provide these services in the northern region of the County.

 

BHRS accepts any qualified provider for the provision of outpatient mental health services authorized through the Mental Health Plan.

 
 

DISCUSSION

This Agreement with AARS is for the provision of school-based mental health services and for the provision of outpatient mental health services authorized by the Mental Health Plan (MHP). It increases the level of awareness and knowledge of mental health issues and resources within the Filipino community. These services also promote the reduction of stigma associated with mental illness, and improve the capacity of Filipino treatment providers by creating opportunities for networking and sharing information regarding effective methods in meeting the mental health needs of this underserved population.

 

The Agreement and Resolution have been reviewed and approved by County Counsel. The Contractor’s insurance has been reviewed and approved by Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Agreement is on the Continuing Resolution.

 

Subsequent to the final adoption of the State budget it may be necessary to make changes to this contract in order to reflect legislative action. This contract is recommended to your Board at this time in order to provide a continuity of services to the community until final funding levels can be determined. The contract provides that the County may reduce the scope of the contract to reflect any shortfall in funding from State or federal allocations.

 

The Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing school-based mental health services at middle schools to San Mateo County youth and outpatient mental health services. BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of school-based mental health services for youth is one established level of care. It is anticipated that 87% of clients who receive services through this Agreement will be maintained at a current or lower level of care.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2012, and the Agreement maximum is $587,284. For FY 2010-11 the maximum obligation is $293,642. Of that amount MHSA will fund $155,350, Federal Medi-Cal will fund $60,170, State General Funds will provide $9,496, Healthy Families will fund $12,326, Healthy Kids will fund $5,091, private insurance will fund $3,162, and sales tax through Realignment will fund $48,047. There is no Net County Cost. Funds for these services have been included in the BHRS tentatively Adopted FY 2010-11 Budget. Similar arrangements will be made for FY 2011-12.
