SUBJECT:

Agreement with Horizon Services, Inc.

   

RECOMMENDATION:

Adopt a Resolution authorizing the:

A) President of the Board to execute an Agreement with Horizon Services, Inc., for the provision of alcohol and drug detoxification and recovery services for the term July 1, 2010 through June 30, 2011, for a maximum obligation of $641,631; and

 

B) Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

Horizon Services Inc., has provided detoxification services in San Mateo County for many years. Horizon provides a three-to five-day stay, after which clients are referred to longer-term Alcohol and Other Drug (AOD) treatment programs.

 

In November 2009 Behavioral Health and Recovery Services (BHRS) released a Request For Proposal (RFP) to all San Mateo County, Alameda County and Santa Clara County contractors for the provision of detoxification services in San Mateo County and only Horizon Services Inc., responded.

 

DISCUSSION:

Horizon Services, Inc., will provide 13 residential detoxification beds for men and women with alcohol and other drug dependencies. During the needs assessment process for the AOD Strategic Directions 2010, the importance of detoxification services as part of a full continuum of care was identified, as well as the shortage of such services in the County. In alignment with Strategic Directions, the base of the funds will be used to serve priority population consumers, specifically the homeless and those in the criminal justice system.

 
 

The Agreement and Resolution have been reviewed and approved by County Counsel. The Contractor’s insurance has been reviewed and approved by Risk Management. The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

The Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing alcohol and drug detoxification and recovery services to priority population consumers. Behavioral Health and Recovery Services (BHRS) provides a range of services to promote wellness and recovery and to support consumers to maintain abstinence and sobriety. It is anticipated that 60% of participants shall successfully complete alcohol and drug treatment services.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2011, and the maximum obligation is $641,631. Funding is available under the State Net Negotiated Amount (NNA) Agreement. These funds have been included in the BHRS tentatively Adopted FY 2010-11 Budget. There is no Net County Cost.
