Fourth Amendment to Agreement with Our Common Ground, Inc.

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a Fourth Amendment to the Agreement with Our Common Ground, Inc., for the provision of alcohol and other drug services, increasing the maximum obligation to $5,574,401 with no change to the Agreement term of July 1, 2009 through June 30, 2011.

   

BACKGROUND:

In June 2009 the Board of Supervisors approved an Agreement with Our Common Ground, Inc., and eleven other providers to align current treatment services with the Alcohol and Other Drug Services (AOD) Strategic Directions 2010 plan and to initiate a quality performance improvement process. The services provided under this Agreement emphasize a developmental approach to making changes required under the Strategic Directions 2010 plan through the provision of a continuum of alcohol and other drug services to youth and adults identified as priority populations. This Agreement includes multiple program services and funding.

 

In October 2009 Behavioral Health and Recovery Services (BHRS) received a funding award for the San Mateo County Second Chance Program from the Bureau of Justice Assistance for the Second Chance Act Prisioner Re-Entry Initiative Program. On April 13, 2010, your Board approved amendments to the Agreements for five of the eleven providers to deliver residential substance abuse and recovery services to individuals receiving services under the San Mateo County Second Chance Program.

 

DISCUSSION:

This Fourth Amendment to the Agreement is now necessary to increase funding for Second Chance Act Re-Entry services to include outpatient and intensive day treatment; to amend use conditions for the Facility Use Agreement; and to increase funding for Adolescent Residential Room and Board services. The goal of the San Mateo County Second Chance Program is to establish and continuously improve a re-entry system that reduces recidivism among County jail inmates at high risk for re-offending. The addition of outpatient and day treatment services will allow greater access to substance abuse treatment and recovery services that were previously available only in a residential setting.

 

The Amendment and Resolution have been reviewed and approved by County Counsel.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

This Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by implementing activities which reduce recidivism among County jail inmates at high risk of re-offending. It is anticipated that 60% of participants shall successfully complete alcohol and drug services which impact their ability to avoid re-incarceration.

FISCAL IMPACT:

The term of the Agreement remains July 1, 2009 through June 30, 2011. The maximum fiscal obligation is being increased by $211,200 to a new maximum of $5,574,401. The Contractor will be paid a flat amount of $1,058,882, and will also draw from aggregate amount of $4,515,519. The combined maximum funding is $5,574,401. The increase is funded by the following sources: $150,000 State Net Negotiated Contract; $44,676, Reentry Grant. The revenues and expenditures have been included in the BHRS tentatively Adopted FY 2010-11 Budget.
