Acceptance of a Grant from Delta Dental of California

 

RECOMMENDATION:

Adopt a Resolution accepting a grant from Delta Dental of California in the amount of $10,000 in support of the electronic dental record implementation project at San Mateo Medical Center.

 

BACKGROUND:

San Mateo Medical Center (SMMC) works closely with Public Health to provide dental treatment, education and outreach to low-income patients in need. In February 2009 SMMC opened a dental clinic on Saturdays to provide dental care for children living in shelters. Presently, SMMC operates four dental clinics treating low-income children. All claims for treatment including charges for patients covered by Health Plan of San Mateo (HPSM) Care Advantage are produced manually.

 

DISCUSSION:

SMMC has received a grant in the amount of $10,000 to support the electronic dental record (EDR) implementation project. An EDR system will allow claims to be submitted electronically and allow SMMC to increase its capacity to treat underserved children.

 

The money from this grant will be used to purchase a software management system that will allow for proper reporting, more accurate treatment planning, and patient management in terms of follow-up and return appointments. It will add efficiency to the system and the ability to treat a significant number of additional patients. In addition to the approximately 7,420 children scheduled in SMMC dental clinics, another 1,500 could be accommodated within the clinic structure.

 

The EDR can interface with eClinical Works (eCW), the medical electronic record system already in use at SMMC. Installation of the EDR will allow for better communication between primary care physicians, pediatric physicians, medical specialists and the dental team. The software will allow the clinics to increase the number of patients seen, improve the efficiency of their treatment, improve the cycle time in which compensation is received and allow for better case management of each patient. Overall, this software will increase the capacity and scope of the dental care offered. Additionally, the elimination of paper charts and a fully integrated electronic medical/dental system is planned. When sufficient funds are accumulated to fully cover the costs of the EDR, a contract will be presented to allow purchase.

 

County Counsel has reviewed and approved the Resolution as to form.

 

Acceptance of this grant contributes to the Shared Vision 2025 outcome of a Healthy Community by increasing the capacity and scope of dental services offered to County low-income under-insured population. SMMC medical providers will be able to access dental information and dental providers will be able to more easily access medical information. It is anticipated that the percentage of SMMC dental claim errors and denials will decrease from 30% to 5%.

FISCAL IMPACT:

The amount of the grant is $10,000. The revenue will be included in FY 2010-11 budget as a September revision.
