SUBJECT:

In-Home Supportive Services Program Integrity and Fraud Investigations Plan

 

RECOMMENDATION:

Adopt a Resolution:

A.

Approving the San Mateo County In-Home Supportive Services Program Integrity and Fraud Investigations Plan;

   

B.

Authorizing the President of the Board to execute the submission of the Plan; and

   

C.

Authorizing the submission of the Plan to the California Department of Social Services.

 

BACKGROUND:

The In-Home Supportive Services (IHSS) program provides services that assist Medi-Cal eligible aged, blind or disabled individuals, including children, to remain safely in their own homes as an alternative to out-of-home care. IHSS is the largest home and community-based program available in California and is a core component of the State’s long-term care system. Types of services may include help with preparing meals, bathing, dressing, laundry, shopping or transportation. Some types of medical services, such as wound care, may also be provided. IHSS can also provide protective supervision for people who need extra support to stay safe due to dementia or a developmental disability.

 

DISCUSSION:

The California Department of Social Services (CDSS) has allocated funding to counties for IHSS program integrity and fraud prevention efforts. CDSS requires a resolution certifying that the Board of Supervisors has approved the San Mateo County IHSS Program Integrity and Fraud Prevention Plan (Plan) and the submission of the Plan to CDSS in order to apply for the funding from the State. Funding is contingent on the State’s approval of the Plan.

 

The San Mateo County Plan contains collaborative efforts of the Health System, Human Services Agency, the District Attorney’s Office and County Counsel. In addition, the Plan is unique in that it incorporates a community partner to provide clinical assessments from an Occupational Therapist, which will support the IHSS Social Workers’ determination of the level of care needed for the IHSS recipients. This community partner will also provide training and education to recipients on their roles and responsibilities in the caregiver relationship. The Resolution and Plan have been reviewed and approved by County Counsel.

 

Funding from CDSS for the Plan contributes to the Shared Vision 2025 outcome of a Healthy Community by enhancing program integrity efforts in the IHSS program, which provides much needed services to this targeted population. It is anticipated that 95% of at-risk individuals will be maintained in a least restrictive setting through case management.

FISCAL IMPACT:

The total amount of funding available from CDSS for San Mateo County is $259,790 in State and federal funds. There would be a required County match in the amount of $46,786 for a total of $306,576. This funding is not included in the Aging and Adult Services’ tentatively Adopted FY 2010-11 Budget. If the Plan is approved and the funding is received, an Appropriations Transfer Request will be brought before your Board. The Net County Cost associated with this Plan is $46,786.
