Lease Concession Agreement with Bay Area Equestrian Connection, LLC, for the Management and Operation of the Folger Stable Facility in Wunderlich Park in Woodside

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

1)

President of the Board to execute a Lease Concession Agreement with Bay Area Equestrian Connection, LLC, for the management and operation of the Folger Stable facility in Wunderlich Park in Woodside for the term of October 1, 2010 through November 30, 2013 with an option to extend for two additional three-year terms for an initial monthly rent of $2,250; and

2)

County Manager or his designee to execute notices and documents associated with the lease concession agreement including, but not limited to, extension or termination of the agreement under the terms set forth therein.

 

BACKGROUND:

Since 1974, the Parks Department has leased a portion of Wunderlich Park in Woodside for the exclusive purpose of operating a commercial horse stables concession. In June 2010, the Director, Department of Parks, issued a new Request for Proposals (RFP) for a commercial horse stables concession, inclusive of horse boarding, riding lessons and related equestrian services at the recently renovated Folgers Stable facility in Woodside.

 

DISCUSSION:

Bay Area Equestrian Connection, LLC. is the successful bidder for managing and operating a public horse stables concession, inclusive of horse boarding, riding lessons and related equestrian services at the recently renovated Folgers Stable facility in Wunderlich Park, Woodside, California. Equestrian-related services include but are not limited to horse boarding, riding lessons and instruction, coordination with non-profits, development and construction, day-to-day maintenance, and, with approval, the sale of equestrian-themed products.

 

This Lease Agreement outlines the operation of the stable facilities and public services to be delivered for a term of three years, with two options to extend the term for an additional three years each. Monthly rent will be $2,250 per month for the first year, and $3,000 per month thereafter. In addition, the lease will pay a monthly fee of $25 per occupied horse stall into a fund to support educational activities at the stable (approximately $9,000 per year). Educational activities will be developed and implemented through the Friends of Huddart and Wunderlich Parks.

 

Approval of this Resolution and Lease Agreement contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community as the Stable and educational programs will enhance the quality of natural experiences for County Park visitors. Each visitor that experiences the County’s natural resources gains a greater appreciation of the need for their stewardship and preservation.

 

County Counsel has reviewed and approved the Resolution and Lease Agreement as to form.

FISCAL IMPACT:

There is no Net County Cost. This lease will increase fee revenue from the stable operation from $13,500 to $27,000 annually, and provide $9,000 annually for educational programming.
