SUBJECT:

Amendment to the Agreement with Youth Leadership Institute

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

A)

President of the Board to execute an Amendment to the Agreement with Youth Leadership Institute, to provide tobacco education related to smoking in films and a public education campaign for the term of July 1, 2009 through June 30, 2011, and increase the maximum obligation by $70,000 from $179,558 to a new maximum obligation of $249,558; and

   

B)

Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

   

BACKGROUND:

In June 2009 Youth Leadership Institute entered in an Agreement with the County to provide alcohol and drug prevention services for the term July 1, 2009 through June 30, 2011. A Request for Proposals was released by the Tobacco Prevention Program on April 8, 2010, for a variety of tobacco prevention services. Youth Leadership Institute applied to deliver County services in the areas of tobacco prevention related to smoking in films and smoke-free housing education. These proposals were recommended by the review panel, and went through a successful contract negotiation process. Youth Leadership Institute has successfully completed the deliverables of previous contracts, including fiscal year 2009-10 contracts for youth access to tobacco prevention and smoke-free movies education projects.

 

DISCUSSION:

Youth Leadership Institute has been selected to provide smoke-free movies education and secondhand smoke in housing prevention services. This Amendment adds organizing youth advocates services, training and education, organizing smoke-free movies events and activities, and providing support on tobacco-related issues to landlords, tenants, community groups, and citizens.

 

The Amendment and Resolution have been reviewed and approved by County Counsel. The Contractor’s insurance has been reviewed and approved by Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

This Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing training and staff support to the Friday Night Live (FNL) and Club Live (CL) programs. It is anticipated that 75% of FNL and CL youth participates will rate their experience as “sufficient” to “strong” for all five of the FNL Youth Development Standards of Practice.

* Actual performance was greater than anticipated for this new measure.  Targets will be re-evaluated in FY 2010-11 as part of the contract negotiations.

 

FISCAL IMPACT:

The term of this Amendment is July 1, 2009 through June 30, 2011. The maximum obligation is being increased by $70,000 for a new maximum obligation of $249,558. The additional funds will be provided by Tobacco Master Settlement funds and have been included in the Community Health FY 2010-11 Adopted Budget. There is no Net County Cost.
