SUBJECT:

Agreement with the Redevelopment Agency of the City and County of San Francisco

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

A)

President of the Board to execute an Agreement with the Redevelopment Agency of the City and County of San Francisco for funding to provide housing and related services to individuals with HIV/AIDS for the period of July 1, 2010 through June 30, 2011, for a maximum obligation of $871,100; and

   

B)

Chief of the Health System or designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

The Department of Housing and Urban Development awards Housing Opportunities for Persons with AIDS (HOPWA) funding through a multiple year federal act. The purpose of this act is to provide local communities with the resources to meet the housing and supportive service needs of persons with HIV/AIDS. The Redevelopment Agency of the City and County of San Francisco (SFRA) administers the funds allocated to the San Francisco Eligible Metropolitan Area, which includes San Francisco, San Mateo and Marin counties. The number of persons living with HIV/AIDS in each jurisdiction determines the portion of the award each county receives.

 

DISCUSSION:

The San Mateo County STD/HIV Program was awarded $871,100 in HOPWA funds for FY 2010-11. This funding will be utilized to provide housing and related services to clients of the STD/HIV Program. During FY 2009-10, 458 clients received short-term rent and mortgage assistance, benefits counseling and case management services. These services helped clients to improve their access to care and reduce their risk of homelessness. Due to the lateness of the authorization of federal funding, SFRA did not send the Agreement to the County until the beginning of September 2010. The work required by the terms of the Agreement has been undertaken by the Health System on written assurance and direction of SFRA.

 

County Counsel has reviewed and approved the Agreement and Resolution as to form.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing housing services, benefit counseling and case management to individuals affected by HIV/AIDS. It is anticipated that these services will enable 93% of clients to improve their access to care and reduce their risk for homelessness.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2011. The amount of the Agreement is $871,100. This amount is included in the Community Health FY 2010-11 Adopted Budget. There is no Net County Cost.
