California Department of Parks and Recreation Land and Water Conservation Fund Grant Application for the Crystal Springs Regional Trail South of Dam Project

RECOMMENDATION:
|
Adopt a Resolution:
|
1)
|
Approving the application for and acceptance of a California Department of Parks and Recreation Land and Water Conservation Fund grant in the amount of $225,000 for the Crystal Springs Regional Trail South of Dam Project; and
|
2)
|
Authorizing the Director of Parks or his designee to execute in the name of the County of San Mateo all necessary applications, contracts, agreements, amendments and payment requests hereto for the purpose of implementing the purposes specified in the grant application and make all necessary grant assurances.

BACKGROUND:
|
The Crystal Springs Regional Trail has over 300,000 visitors annually making it one of the most popular non-motorized multiple-use trails in the Bay Area. The Crystal Springs Regional Trail South of Dam Project, in conjunction with other planned projects, will help complete an uninterrupted non-motorized trail from the City of San Bruno to the City of Woodside for pedestrians, equestrians and cyclists. The South of Dam Project, which is located between Crystal Springs Dam and Highway 92, takes an existing San Francisco Watershed service road and converts it to a 4,480-foot paved trail along the Crystal Springs Reservoir. This future trail as it meanders along the natural contours above the reservoir will have stunning views. Benches, informational and entry signs, kiosks and a restroom will be added to support the visitor experience.

Construction plans, and specifications for this Project are now finalized and most of the necessary permits have been obtained.

DISCUSSION:
|
The estimated cost of this Project is $1,125,000, which will be funded through grant awards. In addition to this grant application for $225,000, the County has been awarded a $300,000 grant from the City/County Association of Governments Regional Bicycle Program and a $350,000 grant from the State Parks Recreational Trails Program for this Project. The California State Coastal Conservancy in the spring of 2011 will have its Board consider a $250,000 grant for this Project.

Approval of this Resolution contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community as construction of a new Crystal Springs Regional Trail section increases the number and quality of natural experiences for County Park visitors. Each visitor that experiences the County’s natural resources gains a greater appreciation of the need for their preservation.

There is no Net County Cost associated with this Project. The Project, which is estimated to cost $1,125,000, will be fully funded by grant monies.
