Agreements with Asian American Recovery Services, Inc.; El Centro de Libertad; and the San Mateo County Office of Education/Cleo Eulau Center

   

RECOMMENDATION:

Adopt a Resolution:

   
 

1)

Waiving the Request for Proposals (RFP) process; and

   
 

2)

Authorizing the President of the Board of Supervisors to execute Agreements with Asian American Recovery Services, Inc. and El Centro de Libertad for the provision of outpatient drug and alcohol abuse treatment services for the term of July 1, 2009 through June 30, 2011 in the amount of $113,342 each; and

   
 

3)

Authorizing the President of the Board to execute an Agreement with the San Mateo County Office of Education/Cleo Eulau Center for the provision of literacy/numeracy education and counseling services for the term of July 1, 2009 through June 30, 2011 in the amount of $348,951; and

   
 

4)

Authorizing the Chief of Probation or his designee to execute contract amendments that modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

   

BACKGROUND:

In 2000, the State allocated $2.6 million to San Mateo County for the implementation of a Comprehensive Multi-agency Juvenile Justice Plan (CMJJP) to address gaps in the County’s umbrella of services to at-risk youth. The Plan was developed by the County’s Juvenile Justice Crime Prevention Act (JJCPA) Council, of which the Chief Probation Officer served as Chair. The Board of Supervisors approved the application by Resolution #064445. As part of that process, the JJCPA Council evaluated all proposals for outpatient alcohol and drug abuse treatment services and selected Asian American Recovery Services, Inc. and El Centro de Libertad because of their capacity to provide youth with high-quality assessment, psycho-social education, individual and group counseling, case management, and aftercare. The Council also reviewed proposals for literacy/numeracy education and counseling services and selected the San Mateo County Office of Education and the Cleo Eulau Center as providers.

 

In 2009, because funds for JJCPA were shifted from the State General Fund to State Vehicle Licensing Fees, the Board approved a Resolution #070325 to combine the Temporary Assistance to Needy Families Planning Council and the JJCPA Council into one larger oversight body, the Juvenile Justice Coordinating Council (JJCC). This change achieved three objectives:

 
 

1)

To meet the requirements of the State code;

     
 

2)

To allow voting members a wider perspective into the use of state resources for prevention and early intervention services for at-risk youth and the ability to coordinate efforts with a larger team to optimize the use of those funds; and

     
 

3)

To minimize excess administrative coordinating and meeting time.

     

With the Councils’ merger, Council members, including County Manager David Boesch and Supervisor Carole Groom, decided to continue contracts for one year while conducting a process to update the CMJJP.

 

DISCUSSION:

Because of the need for continuity of service to clients while the JJCC updates the CMJJP, Probation is seeking a waiver of the Request for Proposals requirement for these contracts for one additional year. The Department will work with the JJCC to RFP for services to begin in fiscal year 2011-12. This Agreement is being presented to the Board late due to instability in Vehicle License Fee funding and the need to renegotiate the contract amounts and services to be provided.

 

County Counsel has reviewed and approved the Resolution and Agreements as to form and content and Risk Management has approved the Contractors’ insurance.

 

This Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by helping youth reduce destructive and criminal behavior. By staying drug-free and learning valuable skills, youth can better participate in their education and contribute to their communities.

FISCAL IMPACT:

These services will be funded through the County’s JJCPA allocation. There is no Net County Cost as a result of this action.
