BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION IN SUPPORT OF PROPOSITION 25, THE MAJORITY VOTE FOR LEGISLATURE TO PASS THE BUDGET ACT, THAT WILL APPEAR ON THE NOVEMBER 2, 2010 GENERAL ELECTION

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, counties receive a majority of the funding to provide health, safety and human services from the state; and

 

WHEREAS, despite the June 15 constitutional requirement, the Legislature and Governor have missed the deadline 23 times in the past 25 years; and

 

WHEREAS, counties have made the necessary cuts and enacted local balanced budgets on time, which has not been the practice of the state Legislature; and

 

WHEREAS, delays in the passage of a state budget creates problems for the County’s own final budget approval process and costs taxpayers millions of dollars; and

 

WHEREAS, the County of San Mateo has long supported protecting local control and timely and full funding for state-mandated and partnership programs; and

 

WHEREAS, Proposition 25, on the November 2, 2010 state ballot, would lower the legislative vote requirement necessary to pass the state budget and spending bills from a two-thirds vote to a simple majority; and

 

WHEREAS, Proposition 25 would also require that, if the Legislature fails to pass a budget bill by June 15, all members of the Legislature forfeit any reimbursement for salary and expenses for every day until they pass a budget bill; and

 

WHEREAS, Proposition 25 would institute reform to break legislative gridlocks by allowing a simple majority of legislators to approve the budget—just like in 47 other states—while preserving the supermajority requirement required to raise taxes.

 
 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors by the adoption of this Resolution hereby supports Proposition 25, the Majority Vote for Legislature to Pass the Budget Act.
