RESOLUTION AUTHORIZING AND DIRECTING THE PRESIDENT OF THE BOARD TO SEND A LETTER TO THE MAYOR AND CITY COUNCIL OF REDWOOD CITY ADVISING OF THE ACTIONS TAKEN AND INDICATING THE INTENT OF THE BOARD TO PURSUE THE CHEMICAL WAY SITE FOR THE REPLACEMENT JAIL

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that
|
|
WHEREAS, at its June 29, 2010 meeting, in response to the Sheriff’s indication that the area consisting of the current County Motorpool (the “Motorpool Site”) was the preferred location for the site of the planned Replacement Jail, this Board requested that the Sheriff provide this Board with additional information relating to the siting, construction, operation and financing of the Replacement Jail; and

WHEREAS, the City of Redwood City has suggested as an alternative site for the Replacement Jail, privately owned property which is located at the intersection of Blomquist Street and Maple Street east of Highway 101, across the street from the Redwood City Police Administration building (the “Chemical Way Site”); and

|
WHEREAS, while the Motorpool Site remains a viable alternative site for the Replacement Jail, based on preliminary information and documentation provided in an additional Pre-architectural Program Report, the Sheriff is now recommending the approval of the Pre-architectural Program for the Chemical Way Site and that the County pursue the Chemical Way Site as the preferred site for the Replacement Jail; and

WHEREAS, Redwood City has hired an outside consulting firm to facilitate the acquisition of the Chemical Way Site with the ultimate goal of the property being transferred to the County, and Redwood City has agreed to pay or contribute to the payment of many of the costs associated with the study and acquisition of the Chemical Way Site; and
|
|
WHEREAS, Redwood City is proposing to acquire for itself a portion of the Chemical Way Site for the construction of a parking garage, portions of which would be available through a leasing arrangement for use by the Sheriff’s Office in conjunction with the operation of the Replacement Jail; and
|
|
WHEREAS, TRA Environmental Sciences has been retained to evaluate the need for a full Environmental Impact Report (EIR) or alternatively the preparation of a negative declaration in connection with constructing the Replacement Jail at the Chemical Way Site; and the environmental review, among other things, will analyze the direct environmental impacts associated with demolition of existing buildings at Chemical Way and the construction and operation of the Replacement Jail on the site; and

WHEREAS, final arrangements between Redwood City and the County would be memorialized in a memorandum of understanding that would be approved by this Board; and
|
|
WHEREAS, a letter of intent from this Board to Redwood City indicating the Board’s intent to pursue the Chemical Way Site as the site for the Replacement Jail would serve as an incentive for Redwood City to continue its efforts in connection with facilitating the acquisition and development of the Chemical Way Site.

NOW THEREFORE, IT IS HEREBY DETERMINED that this Board of Supervisors authorize and direct the President of the Board to send a letter to the Mayor and City Council of the City of Redwood City advising of the actions taken by the Board and indicating the intent of the Board to pursue the Chemical Way Site alternative, subject to the completion of an environmental review and such other legal and other requirements that may apply and subject to the finalization of a mutually acceptable memorandum of understanding with the City.
