RESOLUTION A) AUTHORIZING REVISIONS TO THE FINANCIAL ASSISTANCE PROGRAMS POLICIES; AND B) AUTHORIZING THE CHIEF OF THE HEALTH SYSTEM TO DEVELOP POLICIES OR PROCEDURES NECESSARY TO CLARIFY AND/OR ADJUST SCOPE OF COVERAGE AND BENEFITS TO TRACK OR CONFORM WITH CHANGES TO STATE AND/OR FEDERAL LAW, REGULATIONS, OR PRACTICE

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, Welfare and Institutions Code section 17000, et seq., require counties to adopt standards of aid to serve their medically indigent resident populations; and

WHEREAS, County Ordinance Code section 2.64.050 requires the County to adopt policies and procedures regarding health service programs, including policies implementing programs under Welfare and Institutions Code section 17000, et seq.; and

WHEREAS, in 2005 this Board adopted and ordered the implementation of a policies to ensure provision of healthcare to the medically indigent, which is referred to as the Access and Care for Everyone (ACE) Program; and

WHEREAS, this Board deems it appropriate to revise the ACE Program to align it with current efforts taking place in partnership with the federal and state governments and to promote maximum effectiveness; and

WHEREAS, there has been presented to this Board for its consideration and acceptance proposed revisions to the Healthcare to the Medically Indigent /ACE Program; and

WHEREAS, this Board notes that it is frequently necessary to make changes to the County’s medical Financial Assistance Programs policies, including those related to the Medically Indigent/ACE Program, in order to ensure that these programs align, to the full extent possible, with changes to State and/or federal law, regulations, or practice; and

WHEREAS, this Board concludes that it will best serve the interest of the County to allow the Chief of the Health System to develop and implement policies and procedures necessary to clarify and/or adjust scope of coverage and benefits and administrative practices of the County’s medical Financial Assistance Program policies to align County programs with changes to State and/or federal law, regulations, or practice.

NOW , THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the revisions to the County’s Financial Assistance Programs policies described in, and presented with, the Report from the Chief of the Health System to this Board dated October 2010 are hereby accepted and that these policies shall be implemented.

BE IT FURTHER RESOLVED that the Chief of the Health System or designee is authorized to develop and implement policies and procedures necessary to clarify and/or adjust scope of coverage and benefits and administrative practices of the County’s medical Financial Assistance Programs policies to track or conform with changes to State and/or federal law, regulations, or practice.
