BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION: 1) WAIVING THE REQUEST FOR PROPOSALS (RFP) PROCESS; AND 2) AUTHORIZING THE PRESIDENT OF THE BOARD OF SUPERVISORS TO EXECUTE AGREEMENTS WITH ASIAN AMERICAN RECOVERY SERVICES, INC. AND EL CENTRO DE LIBERTAD FOR THE PROVISION OF OUTPATIENT DRUG AND ALCOHOL ABUSE TREATMENT SERVICES FOR THE TERM OF JULY 1, 2009 THROUGH JUNE 30, 2011 IN THE AMOUNT OF $113,342 EACH; AND 3) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH THE SAN MATEO OFFICE OF EDUCATION/CLEO EULAU CENTER FOR THE PROVISION OF LITERACY/NUMERACY EDUCATION AND COUNSELING SERVICES FOR THE TERM OF JULY 1, 2009 THROUGH JUNE 30, 2011 IN THE AMOUNT OF $348,951; AND 4) AUTHORIZING THE CHIEF OF PROBATION OR HIS DESIGNEE TO EXECUTE CONTRACT AMENDMENTS THAT MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the State of California has allocated funds to San Mateo County for the implementation of a Comprehensive Multi-agency Juvenile Justice Plan to address gaps in the County’s umbrella of services to at-risk youth; and

WHEREAS, the Probation Department wishes to contract with Asian American Recovery Services, Inc. and El Centro de Libertad in the amount of $113,342 each for the term of July 1, 2009 through June 30, 2011 for outpatient drug and alcohol treatment services; and

WHEREAS, the Probation Department wishes to contract with the San Mateo County Office of Education/Cleo Eulau Center in the amount of $348,951 for the term of July 1, 2009 through June 30, 2011 for literacy and numeracy services and counseling for youth; and

WHEREAS, it is in the best interest of the County to waive the RFP process as the Juvenile Justice Coordinating Council has decided to continue these services for an additional year until a formal RFP process can be completed;

WHEREAS, this Board has been presented with a form of such Agreements and has examined and approved them as to both form and content and desires to enter into the same.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

1) The Request for Proposal Process is waived; and

2) The President of the Board of Supervisors is hereby authorized and directed to execute said Agreements for an on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto; and

3) The Chief of Probation or his designee is hereby authorized to execute contract amendments that modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
