SUBJECT:

Application and Acceptance of grant funding from the California Department of Resources, Recycling and Recovery.

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

A)

County of San Mateo to apply for and accept all available Solid Waste Local Enforcement Agencies funds as the lead agency from the California Department of Resources, Recycling and Recovery effective October 1, 2010 through September 30, 2015; and

 

B)

Chief of the Health System or designee to execute all necessary applications, agreements, amendments, payment requests, and all documents necessary to secure funds to implement the approved projects and carry out the purposes specified in the applications effective until September 30, 2015.

 

BACKGROUND:

The County of San Mateo serves as the lead agency for all the incorporated cities for the Solid Waste, Used Oil Block Grant, Tire Recycling and Household Hazardous Waste (HHW) grants. Environmental Health manages these four programs that are vital in ensuring hazardous and damaging wastes do not pose a threat to public health or the environment. These grants have been in effect for years and provide the annual funds to sustain important education and environmental protection programs for the public. Since 1996 your Board has adopted a number of Resolutions enabling Environmental Health to administer these grants and authorizing the Chief of the Health System or designee to execute all documents related to these grants. Until December 31, 2009, these grants were funded by the California Integrated Waste Management Board (CIWMB). CIWMB’s functions have been transferred to the California Department of Resources, Recycling and Recovery (CalRecycle).

 
 

On March 23, 2010, your Board approved Resolution No. 70668 allowing the County of San Mateo to apply for and accept all available grant funds as the Regional Lead Agency for the Solid Waste, Used Oil Block Grant, Tire Recycling and Household Hazardous Waste (HHW) grants. CalRecycle however made the legal determination that a separate Resolution is necessary for each program grant.

 

DISCUSSION:

Environmental Health submits annual grant applications to CalRecycle for solid waste enforcement. These funds are made available to solid waste Local Enforcement Agencies (LEA) and cities and counties with regulatory authority within the city and county governments to perform solid waste permitting and inspection programs. Environmental Health has administered the Solid Waste Program since 1992. CalRecycle distributes Solid Waste Grants to each jurisdiction based on active, permitted solid waste facilities and county population. These funds partially offset staffing, equipment, and training costs for San Mateo County’s Solid Waste Program.

 

The purpose of the Solid Waste Management Program is to ensure that the public’s health and safety is protected by upholding strict standards for collection, handling, storage and disposal of residential, commercial and industrial solid wastes. It is estimated that each person in San Mateo County produces approximately 3.5 pounds of residential waste per day. Solid waste is defined as garbage, refuse, sludge, and other discarded solid materials resulting from residential, industrial and commercial operations.

 

The Resolution has been reviewed and approved as to form by County Counsel.

 

Approval of this Resolution contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community by giving the ability to apply for and manage the Solid Waste grant funds from CalRecycle to ensure that solid wastes are properly collected, handled, and disposed to protect the public’s health. It is anticipated that 90% of customers will rate services good or better.

FISCAL IMPACT:

The appropriations and revenue are included in Environmental Health’s Adopted FY 2010-11 Budget. The budgeted amount for the Solid Waste Program is $23,446 for FY 2010-11. Appropriations and revenue for future years will be included in subsequent budgets. There is no Net County Cost associated with this program.
