SUBJECT:

Memorandum of Understanding with San Mateo County Transit District

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a Memorandum of Understanding (MOU) with San Mateo County Transit District for the purpose of administering funding to the County to purchase bus tickets and bus passes through the Lifeline Transportation Program (LTP), in the amount of $200,000; for the term of November 2, 2010 through June 30, 2012. There is no Net County Cost.

 

BACKGROUND:

In December of 2009, the County of San Mateo, in partnership with the San Mateo County CORE Services Agency Network, applied for a transportation grant for the purpose of funding bus tickets and bus passes for low-income youth, families and individuals participating in self-sufficiency and family strengthening activities that comply with the LTP guidelines. LTP is a program of the Metropolitan Transportation Commission (MTC).

 

On July 28, 2010, MTC approved a grant in the amount of $200,000 for the County to participate in the LTP. The grant will be administered through the San Mateo County Transit District. The San Mateo County Transit District administers all transportation grants authorized by MTC in San Mateo County.

 

DISCUSSION:

This MOU, with San Mateo County Transit District, will provide funding to the County to purchase bus tickets and bus passes for use by low-income youth, families, and individuals participating in self-sufficiency and family strengthening activities that meet the LTP’s guidelines for improved mobility for low-income residents. Self-sufficiency and family strengthening activities include: employment seeking; employment workshops; skill based training programs; emergency and health related needs; parenting skills workshops; anger management classes; family counseling; and other activities.

 
 

The Human Services Agency, in collaboration with the CORE Services Agency Network, will implement the LTP in San Mateo County and expects to serve approximately 1,500 participants each year for a two year period ending in FY 2011-12.

 

County Counsel has reviewed and approved the MOU and Resolution as to form. The County is the Contractor for this MOU.

 

The MOU, with San Mateo County Transit District, contributes to the Shared Vision 2025 goal of a Prosperous Community by helping vulnerable residents of San Mateo County achieve a better quality of life, by providing access to transportation assistance for youth, individuals, and families that are actively participating in the self-sufficiency and family strengthening activities. It is anticipated that 1,500 low-income youth, individuals and families will be provided with transportation solutions and options for both FY 2010-11 and FY 2011-12. The number of participants served is based on the amount of the grant and the number of bus tickets and passes that can be purchased.

FISCAL IMPACT:

The term of this MOU is November 2, 2010 through June 30, 2012. This MOU is in the amount of $200,000. San Mateo County Transit District will retain $6,000 for administrative costs, leaving an available net amount of $194,000. The funds will be distributed equally across the two-year term of the MOU. Funding for the MOU is included in the FY 2010-11 Adopted Budget and will be included in the FY 2011-12 Recommended Budget. There is no Net County Cost.
