BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION (1) CERTIFYING THE NEGATIVE DECLARATION AS COMPLETE, CORRECT AND ADEQUATE, AND PREPARED IN ACCORDANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT AND APPLICABLE STATE AND COUNTY GUIDELINES, AND (2) DIRECTING STAFF TO SUBMIT THE UPDATED GENERAL PLAN HOUSING ELEMENT TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (HCD) FOR REVIEW AND CERTIFICATION

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the County is required to periodically update the Housing Element of the County General Plan; and

WHEREAS, the County Planning and Building Department, in coordination with the County Housing Department, and with extensive public outreach and participation, with guidance from a Steering Committee of stakeholders with extensive experience in County housing issues, and in compliance with all relevant State and County guidelines regarding preparation of an updated Housing Element, has completed an updated Housing Element, which, on adoption, will replace the current Housing Element of the General Plan; and

WHEREAS, the County is required to submit the updated Housing Element to the California Department of Housing and Community Development for review and certification prior to adoption by the Board of Supervisors; and

WHEREAS, the County Planning Commission has reviewed the updated Housing Element, and has recommended that the Board of Supervisors direct staff to submit the Housing Element to the California Department of Housing and Community Development; and

WHEREAS, the County Planning and Building Department has also completed an Initial Study and Negative Declaration for the updated Housing Element, finding that adoption of the updated Housing Element will have no negative environmental impacts, which Initial Study and Negative Declaration were circulated from August 6, 2010 to September 7, 2010, and no comments on the Negative Declaration were received in that period or subsequently; and

WHEREAS, the County Planning Commission has recommended that the Board of Supervisors certify the Negative Declaration as complete, correct and adequate, and prepared in accordance with the California Environmental Quality Act and applicable State and County guidelines.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

The Board of Supervisors directs the Director of Community Development to submit the updated Housing Element to the California Department of Housing and Community Development for review and certification.

2.

The Board of Supervisors certifies the attached Negative Declaration as complete, correct and adequate, and prepared in accordance with the California Environmental Quality Act and applicable State and County guidelines.
