Fifth Amendment to Agreement with Women’s Recovery Association

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a Fifth Amendment to the Agreement with Women’s Recovery Association for the provision of alcohol and other drug services, increasing the maximum obligation by $123,580 to $6,714,656, with no change to the Agreement term of July 1, 2009 through June 30, 2011.

 

BACKGROUND:

On June 16, 2009, your Board approved an Agreement with Women’s Recovery Association and eleven other providers to align current treatment services with the Alcohol and Other Drug Services (AOD) Strategic Directions 2010 plan and to initiate a quality performance improvement process. Your Board also granted the Chief of Health System or designee the authority to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000. The services provided under this Agreement emphasize a developmental approach to making changes required under the Strategic Directions 2010 plan through the provision of a continuum of alcohol and other drug services to youth and adults identified as priority populations.

 

On October 13, 2009, Behavioral Health and Recovery Services (BHRS) received a funding award for the San Mateo County Second Chance Program from the Bureau of Justice Assistance. This grant award spans two fiscal years, FY 2009-10 and FY 2010-11, and is the source of funding for the Second Chance Act Prisoner Re-Entry Initiative Program.

 

On April 13, 2010, your Board approved a Second Amendment to the Agreement to increase the maximum obligation by $103,445 to a new maximum of $6,595,871, to provide residential substance abuse and recovery services to individuals receiving services under the San Mateo County Second Chance Program.

 
 

In July 2010 the Chief of the Health System approved a Third Amendment to the Agreement to adjust the units of service, reconcile current services with funds paid during FY 2008-09, and decrease the maximum obligation by $24,795 to a new maximum of $6,571,076.

 

In October 2010 the Chief of the Health System approved a Fourth Amendment to the Agreement to add Mental Health Clinic services, and increase the maximum obligation by $20,000 to a new maximum of $6,591,076.

 

DISCUSSION:

This Fifth Amendment to the Agreement is now necessary to increase funding for Second Chance Act Re-Entry Services to include outpatient and intensive day treatment services and to increase funding for Mental Health Clinic services. The goal of the San Mateo County Second Chance Program is to establish and continuously improve a re-entry system that reduces recidivism among County jail inmates at high risk for re-offending. Currently under this program, the only available substance abuse treatment and recovery services are in a residential setting. The term of the Agreement remains the same.

 

On April 18, 2000, AOD made a loan to WRA to purchase a facility to house Tracey’s Place, a program to provide treatment beds for adolescent girls. In June 2010 WRA sold the facility and repaid AOD the loan amount of $62,000. Through this amended Agreement those funds are used to expand treatment services provided by WRA.

 

The Amendment and Resolution have been reviewed and approved by County Counsel.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

Approving this Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by implementing activities which reduce recidivism among County jail inmates at high risk of re-offending. It is anticipated that 60% of participants will successfully complete the alcohol and drug treatment services offered through the amended Agreement. The completion of these services promotes a greater ability to reduce recidivism.

FISCAL IMPACT:

The term of this amended Agreement remains July 1, 2009 through June 30, 2011. The maximum obligation is increased by $123,580 to a new combined maximum obligation of $6,714,656. Funding for the increase is as follows: One time proceeds of $62,000; $37,380 in Federal Financial Participation for Medi-Cal; and $17,666 from Second Chance Re-entry Grant funds. County match for Re-Entry Grant is $6,534, which is the Net County Cost. Funds for this amended Agreement are included in the BHRS FY 2010-11 Adopted Budget.
