Resolution Reaffirming Decision to Reject Offer from Stanford University for Trail on Alpine Road

 

RECOMMENDATION:

Adopt a Resolution Reaffirming the Decision of the Board of Supervisors to Reject an Offer from Stanford University for a Trail on Alpine Road.

 

BACKGROUND:

Under the terms of an agreement between the County of Santa Clara and Stanford University relating to construction contemplated by Stanford under a General Use Permit issued by the County of Santa Clara in 2000, the University made an offer of $8.4 million to the County of San Mateo to construct a multi-use trail along Alpine Road in unincorporated San Mateo County. At the recommendation of a sub-committee of this Board of Supervisors consisting of former Supervisor Jerry Hill and myself, the Board determined, on a unanimous 5-0 vote, to reject the offer, and directed the President of the Board to send a letter to Stanford University and the County of Santa Clara explaining the reasons therefore. The letter further suggested that Santa Clara County establish a regional grant program to utilize the funds that Stanford would have committed to the trail. A copy of the letter is attached.

 

DISCUSSION:

Despite this Board’s clear and unmistakable rejection of the offer, and the strong suggestion that the $8.4 million in funds be immediately transferred to the County of Santa Clara in order that it may be used as mitigation for impacts caused by construction undertaken by Stanford University, my understanding is that the funds have not been transferred. I believe it is critically important to reiterate the firm position taken by this Board in February of 2008, after a full investigation and an overwhelming indication from those who would be most affected by the proposed trail that the trail was not in the best interest of those who would be affected, and of the County as well. I am presenting a resolution which would reiterate the Board’s previous decision, in the clearest terms, and ask for your support by adopting the resolution.

 
 

Adoption of this resolution would contribute to the Shared Vision 2025 outcome of a Collaborative Community by ensuring that government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.
