SUBJECT:

Revenue Grant from the Department of Labor for Home Energy Retrofit Occupations (HERO)

 

RECOMMENDATION:

Adopt a Resolution authorizing the Board of Supervisors to accept a revenue grant from the Department of Labor (DOL) for the Home Energy Retrofit Occupations (HERO) program. The term is July 1, 2010 to June 30, 2013, and the amount is $2,565,640, there is no Net County Cost.

 

BACKGROUND:

In late March, the US Department of Labor Employment and Training Administration announced the availability of $125 million in grant funds for Community Based Job Training Grants (CBJT). The CBJT grants are designed to support workforce training for high growth/high demand industries through the national system of technical and community colleges. These grants will fund projects that provide workers with education and training that will prepare them to enter and advance in high growth and emerging industries.

 

San Mateo County Workforce Investment Board (SMCWIB) in partnership with Alameda County Workforce Investment Board, San Mateo County Community College District, Community Action Agency of San Mateo County, Home Performance Resource Center, Ohlone College, Strategic Energy Innocations and Swords to Plowshares, referred to as grant partners, submitted the HERO proposal that targets the home retrofit industry, a subset of the construction industry serving the 2.1 million residents of San Mateo and Alameda counties. HERO will implement energy efficiency workforce training and job placement for unemployed and incumbent workers.

 

DISCUSSION:

Given the current recession and continued high unemployment, SMCWIB along with other grant partners will pursue an aggressive approach for training a new workforce in energy efficiency. The grant partners will work together to deliver training in areas that include energy efficiency retrofitting, building analyst and sales, and energy efficiency auditing.

 

As the lead fiscal agent, SMCWIB will administer all funds, provide fiscal and budget oversight, and management. The other grant partners will provide customized training and instruction, job development and placement support, targeted online recruiting and screening tools, and employer outreach.

 

The grant term is July 1, 2010 through June 30, 2013. It is anticipated that contracts with grant partners will be dated the same to be consistent with grant requirements. Grant requirements may require services to start before Agreements can be finalized by the County. Contracts associated with this grant are currently under negotiation and will be processed as negotiations are finalized.

 

The SMCWIB is the fiscal administrator for this grant. All required documentation to fulfill the grant authorization has been submitted to the DOL. County Counsel has reviewed and approved the Grant letter and Resolution as to form.

 

Approval of this grant contributes to the Shared Vision 2025 outcome of a Prosperous Community by implementing energy efficiency workforce training and job placement for unemployed and incumbent workers in San Mateo County. It is anticipated that 94% of participants entered into the HERO program will complete training and 80% of those who complete training will enter into employment.

FISCAL IMPACT:

This Revenue Agreement is in the amount of $2,565,640. The term of this Agreement is July 1, 2010 to June 30, 2013. Grant funding is provided by the U.S. Department of Labor’s Employment and Training Administration (ETA). Funding to cover the grant is included in the FY 2010-11 Adopted Budget and will be included in the FY 2011-12 and FY 2012-13 Recommended Budgets. There is no Net County Cost associated with accepting this grant funding.
