Agreement between the County and the Local Government Commission for Planning Services for the “Phase II San Mateo County Midcoast Highway 1 Safety and Mobility Improvement Study”

 

RECOMMENDATION:

Adopt a Resolution:

1)

Waiving the Request for Proposals (RFP) process and authorizing the President of the Board to execute an agreement with the Local Government Commission for the provision of planning services for the “Phase II San Mateo County Midcoast Highway 1 Safety and Mobility Improvement Study” for the term of January 1, 2011 through June 30, 2012 in the amount of $176,000; and

2)

Authorizing the Director of Parks or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services are within the current or revised fiscal provisions.

 

BACKGROUND:

The County of San Mateo produced the Midcoast Action Plan for Parks and Recreation (Midcoast Plan) in 2007. The County completed the Phase 1 Project “Improving Safety and Mobility along Highway 1 on the Unincorporated Midcoast of San Mateo County,” which studied the area from Half Moon Bay north to the Half Moon Bay Airport. The County has developed a proposal to conduct a “Phase II San Mateo County Midcoast Highway 1 Safety and Mobility Improvement Study” that will extend the project from Half Moon Bay Airport north through Devil’s Slide to Pacifica. This second phase will continue implementing the goals identified in the Midcoast Plan.

 

DISCUSSION:

The primary goals of this project are to: 1) increase pedestrian, bicycle and vehicle safety along Highway 1, 2) increase economic opportunity along the highway corridors by using principles of context-sensitive design, and 3) provide transportation options for those who cannot, or choose not to, use cars for short, local trips and commuting to work, and thus reducing single-occupancy vehicle trips. Local Government Commission will provide the planning services for a plan that will develop more mobility options by increasing and improving connections within the area along Highway 1 from the Half Moon Bay Airport to Pacifica.

 

We are recommending that the Board of Supervisors waive the Request for Proposal process as Local Government Commission is the only consultant able to provide these services, has been preapproved by the grantor, and has worked successfully with our Midcoast communities.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

County Counsel has reviewed and approved the Resolution and the Agreement as to form.

The Agreement between the County and the Local Government Commission for Planning Services for the “Phase II San Mateo County Midcoast Highway 1 Safety and Mobility Improvement Study” contributes to the County’s 2025 Shared Vision of Collaborative Community as the project will improve pedestrian safety along the Highway 1 corridor, engage residents in planning pedestrian corridors and highway improvements toward neighborhood revitalization, enhance public safety, and reduce vehicle dependency through bicycle and walking trails connected to shopping, work and recreation.

 

FISCAL IMPACT:

There is no Net County Cost impact. The County will use $162,462 in Caltrans Community-Based Transportation Planning grant funds and $13,538 of Parks and Recreation Development and Acquisition Fund for the project.
