RESOLUTION WAIVING THE REQUEST FOR PROPOSALS (RFP) PROCESS AND AUTHORIZING THE PURCHASING AGENT TO PURCHASE FOUR (4) CUSTOM AUTOMATED LICENSE PLATE RECOGNITION (ALPR) SPEED TRAILERS FOR THE NORTHERN CALIFORNIA REGIONAL INTELLIGENCE CENTER (NCRIC) FROM PIPS TECHNOLOGY IN THE AMOUNT OF $164,000

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that:
|
WHEREAS, since 1997, Northern California High Intensity Drug Trafficking Area (NCHIDTA) has administered and continues to administer federal and state funding to implement a variety of public safety initiatives focusing on narcotics eradication; and
|
WHEREAS, since 2004, the Northern California Regional Terrorism Threat Assessment Center (NCRTTAC) through the NCHIDTA has administered and continues to administer federal and state funding to implement a variety of public safety initiatives focusing on anti-terrorism; and
|
WHEREAS, NCHIDTA and NCRTTAC are managed by the NCHIDTA Executive Board which has designated the San Mateo County Sheriff’s Office to serve as fiduciary and fiscal agent for the NCHIDTA; and
|
WHEREAS, since 2009 the NCHIDTA and NCRTTAC’s Fusion Center began doing business as the Northern California Regional Intelligence Center (NCRIC) in order to provide a clear description and single identity for the “All Crimes” Fusion Center; and
|
WHEREAS, the County of San Mateo has previously received federal Department of Homeland Security grant funds through the Bay Area Urban Area Security Initiative (UASI) Program for which the City and County of San Francisco serves as the lead agency and contracts with the recipient agencies for the distribution of funds; and

WHEREAS, the San Francisco Department of Emergency Management (SFDEM) has been designated to serve as the local administrator for the Fiscal Year 2008 UASI grant award; and
|
WHEREAS, on June 16, 2009, the County of San Mateo entered into an Agreement (Resolution No. 070216) with the City and County of San Francisco to receive a portion of the grant award, in the amount of $2,253,456 which was designated to fund the NCRIC projects; and
|
WHEREAS, on May 25, 2010, the County of San Mateo executed the First Amendment to the Fiscal Year 2008 UASI grant award (Resolution No. 070796) to increase the distribution of grant funds by $20,301 from $2,253,456 to $2,273,757; and
