BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION: A) APPROVING PRIORITY BUDGETING PROCESS DESIGN AND IMPLEMENTATION TIMELINE FOR FY 2011-12 BUDGET; B) APPROVING SIX RESULTS AREAS ALIGNED WITH SHARED VISION 2025 COMMUNITY OUTCOME: HEALTHY RESIDENTS, SAFE NEIGHBORHOODS, ECONOMIC SELF-SUFFICIENCY, LIVABLE AND CONNECTED COMMUNITIES, ENVIRONMENTAL STEWARDSHIP AND WELL-MANAGED GOVERNMENT; AND C) AUTHORIZING COUNTY MANAGER TO ENTER INTO AGREEMENTS THROUGH 2011 TO PROVIDE ONE-TIME SUPPORT DURING IMPLEMENTATION, NOT TO EXCEED $300,000, WITH QUARTERLY UPDATES TO THE BOARD BEGINNING IN JANUARY 2011

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the County faces more than a $100 million projected structural budget imbalance and the Board has adopted a five-year plan to eliminate this imbalance by Fiscal Year 2013; and

 

WHEREAS, it is in the best interests of current and future generations of county residents and the most vulnerable members of our community to eliminate this structural imbalance in a thoughtful and strategic manner and with a long-term perspective; and

 

WHEREAS, the Board held a workshop on October 5 to learn more about a Budgeting for Outcomes approach, and directed the County Manager to develop a new budget process for consideration.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Priority Budgeting process design and implementation timeline recommended by the County Manager will be used for the Fiscal Year 2011-12 Budget; that six Results Areas aligned with Shared Vision 2025 community outcomes will be used for priority setting: Healthy Residents, Safe Neighborhoods, Economic Self-Sufficiency, Livable and Connected Communities, Environmental Stewardship and Well-Managed Government; and that the County Manager is authorized to enter into agreements through 2011 to provide one-time support during implementation, not to exceed $300,000, with quarterly updates to the Board beginning in January 2011.
