Agreement with Fresh Lifelines for Youth

 

RECOMMENDATION:

Adopt a Resolution:

 
 

1)

Waiving the Request for Proposals process and authorizing the President of the Board of Supervisors to execute an Agreement with Fresh Lifelines for Youth to provide legal education and mentoring to youth in the juvenile justice system for the term of July 1, 2010 through June 30, 2011 for a maximum of $112,000; and

     
 

2)

Authorizing the Chief of Probation or his designee to execute contract amendments that modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

The Probation Department contracted with Fresh Lifelines for Youth (FLY) in fiscal year 2009-10 to provide two services: 1) a legal education program in juvenile facilities and in the community; and 2) a leadership and mentoring program for youth in the community.

 

In the 12-week legal education program, FLY staff meet with youth once per week for two hours. Youth are provided with practical information about laws relevant to their lives; an opportunity to bond with caring adults; and a safe, fun, and interactive environment that cultivates assets essential for self-sufficiency and healthy functioning.

 

The Leadership Training Program pairs each youth with a case manager who helps them set goals for the coming year. A youth’s individual plan includes goals in the areas of education, vocation, family, and health. The FLY case manager meets with the youth bi-weekly throughout the year to discuss the youth’s progress on the plan goals. The program also includes life skills classes on such topics as speaking in public, applying and interviewing for a job, and managing finances.

 

DISCUSSION:

This Agreement with FLY will provide legal education classes to 172 youth in the community, at the Youth Services Center, and at Camp Glenwood. FLY will serve 30 youth in the Leadership Training Program.

 

The Probation Department is seeking a waiver of the Request for Proposals process while the Department completes its Local Action Plan under the Juvenile Justice Crime Prevention Act and Juvenile Probation and Camps Funding. This process will prioritize the specific needs of youth on probation and in Probation facilities.

 

The term of the Agreement is July 1, 2010 through June 30, 2011.

 

The Contractors have assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

 

County Counsel has reviewed and approved the Resolution and Agreement as to form and Risk Management has approved Contractor’s insurance.

 

This Agreement contributes to the Shared Vision 2025 commitment to a Healthy Community by providing youth with rehabilitative services such that they might build skills and not commit future crimes.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2011. The total obligation is $112,000 and is funded 100% through the State of California Youthful Offender Block Grant. The funds have been included in the FY 2010-11 Adopted Budget.
