Agreement with Rape Trauma Services

RECOMMENDATION:

Adopt a Resolution authorizing the:

1)

President of the Board of Supervisors to execute an Agreement with Rape Trauma Services (RTS) to provide individual, group, and family counseling for youth at the Margaret J. Kemp Camp (Camp Kemp) and in Camp Kemp aftercare for the term of July 1, 2010 through June 30, 2013 for a maximum of $117,000; and

2)

Chief Probation Officer or his designee to execute contract amendments that modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

The Probation Department operates a cluster of services for delinquent girls under the heading of the G.I.R.L.S. program (Gaining Independence and Reclaiming Lives Successfully). The first phase of the program involves a commitment of 180 days to Camp Kemp, a residential facility located in a non-secure area near the Youth Services Center. This phase involves intensive treatment for substance abuse, mental health issues, and trauma in the form of individual, group, and family counseling. In addition, girls receive services such as yoga/emotion regulation training and art therapy. Following a stay at Camp Kemp, girls transition to the community and receive intensive probation supervision and treatment services. If they are successful, they graduate to the third phase of the program with a less-intensive level of supervision. Completion of all three phases of the G.I.R.L.S. program can take up to 18 months.

DISCUSSION:

The Agreement with RTS will provide a number of services to girls at Camp Kemp and in the community probation phase of the program. In collaboration with and at the direction of County Behavioral Health and Recovery Services, RTS will provide mental health assessment and individual, group, and family counseling to girls and their families. The services that RTS provides help girls recover from trauma.

RTS has been collaborating in providing these services since Camp Kemp opened in 2006. The Probation Department conducted a Request for Proposals process in the spring of 2010 and selected RTS and Youth and Family Enrichment Services (YFES) as providers to continue their services. (YFES and RTS were the only applicants.)

The term of the Agreement is July 1, 2010 through June 30, 2013.

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

County Counsel has reviewed and approved the Resolution and Agreement as to form and Risk Management has approved the Contractor’s insurance.

This Agreement contributes to the Shared Vision 2010 commitment to a Healthy Community by providing youth with rehabilitative services such that they might heal from trauma and not commit future crimes.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2013. The total obligation for RTS is $117,000 and is funded 100% through the State of California Youthful Offender Block Grant. Funds have been included in the FY 2010-11 Adopted Budget and the FY 2011-12 Proposed Budget.
