RESOLUTION AUTHORIZING THE : A) PRESIDENT OF THE BOARD TO EXECUTE AN AMENDMENT TO THE AGREEMENT WITH THE SAN MATEO COUNTY HEALTH COMMISSION, DOING BUSINESS AS THE HEALTH PLAN OF SAN MATEO, TO PARTICIPATE IN COUNTY-BASED MEDI-CAL ADMINISTRATIVE ACTIVITIES FOR THE TERM OF JULY 1, 2010 THROUGH JUNE 30, 2013, INCREASING THE TOTAL AMOUNT PAYABLE BY $1,500,000 FOR AN MAXIMUM AMOUNT NOT TO EXCEED $2,500,000 AND EXTENDING THE PARTICIPATION PERIOD FROM FY 2008-09 THROUGH FY 2012-13 TO FY 2007-08 THROUGH FY 2012-13, WITH NO CHANGE TO NET COUNTY COST; AND B) CHIEF OF THE HEALTH SYSTEM OR DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE TOTAL AMOUNT PAYABLE BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, on June 29, 2010, this Board approved Resolution 070896, which authorized execution of an agreement with the Health Plan of San Mateo (HPSM) to participate in the county-based Medi-Cal Administrative Activities (CMAA) program; and

WHEREAS, on June 30, 2010, Department of Health Care Services (DHCS) announced proposed changes to the CMAA program which change the time survey methodology used for claims; and

WHEREAS, these changes may increase the allowable certified public expenditure for claims that HPSM is able to submit and the parties therefore believe that the agreement should be amended to reflect this potential increased claiming; and

WHEREAS, the parties also wish to amend the period of participation in the agreement to include the FY 2007-2008;; and

WHEREAS, the parties therefore wish to amend the Agreement to increase the amount payable thereunder by $1,500,000, for an amount not to exceed $2,500,000 and to extend the participation period from FY 2008-09 through FY 2012-13 to FY 2007-08 through FY 2012-13; and

WHEREAS, there has been presented to this Board for its consideration and approval an Amendment to the Agreement, reference to which is hereby made for further particulars; and

WHEREAS, this Board has examined the said Amendment and has approved it as to both form and content.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be and is hereby authorized and directed to execute said Amendment for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.

BE IT FURTHER RESOLVED that Chief of the Health System or designee to execute contract amendments which modify the total by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
