BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION: 1) WAIVING THE REQUEST FOR PROPOSALS PROCESS AND AUTHORIZING THE PRESIDENT OF THE BOARD OF SUPERVISORS TO EXECUTE AN AGREEMENT WITH FRESH LIFELINES FOR YOUTH (FLY) TO PROVIDE LEGAL EDUCATION AND MENTORING TO YOUTH IN THE JUVENILE JUSTICE SYSTEM FOR THE TERM OF JULY 1, 2010 THROUGH JUNE 30, 2011 FOR A MAXIMUM OF $112,000; AND 2) AUTHORIZING THE CHIEF OF PROBATION OR HIS DESIGNEE TO EXECUTE CONTRACT AMENDMENTS THAT MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, Fresh Lifelines for Youth (FLY) provides legal education and mentoring for youth in the juvenile justice system to increase their skills and reduce recidivism; and

 

WHEREAS, the Probation Department wishes to contract with FLY in the amount of $112,000 for the term of July 1, 2010 to June 30, 2011 for the provision of these services; and

 

WHEREAS, it is in the best interest of the County to waive the Request for Proposals (RFP) process for one year as the Department completes a community needs assessment; and

 
 
 

WHEREAS, this Board has been presented with a form of this Agreement and has examined and approved it as to both form and content and desires to enter into the same.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

1) The RFP process is waived and the President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of the Board shall attest the President’s signature thereto; and

2) The Chief of Probation or his designee is authorized to execute contract amendments that modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
