RESOLUTION: 1) WAIVING THE REQUEST FOR PROPOSALS (RFP) PROCESS AND AUTHORIZING THE PRESIDENT OF THE BOARD OF SUPERVISORS TO EXECUTE AN AGREEMENT WITH SENTINEL OFFENDER SERVICES, LLC TO PROVIDE ELECTRONIC MONITORING OF JUVENILES AND ADULTS IN THE CRIMINAL JUSTICE SYSTEM FOR THE TERM OF JULY 1, 2010 THROUGH JUNE 30, 2013 FOR A MAXIMUM OF $450,000; AND 2) AUTHORIZING THE CHIEF PROBATION OFFICER OR HIS DESIGNEE TO EXECUTE CONTRACT AMENDMENTS THAT MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, it is essential to contract with Sentinel Offender Services, LLC (Sentinel) to provide electronic monitoring of adults and juveniles in the criminal justice system to prevent clients from reoffending or fleeing the jurisdiction; and

 

WHEREAS, the Probation Department wishes to contract with Sentinel in the amount of $450,000 for the term of July 1, 2010 to June 30, 2013 for the provision of these services; and

 

WHEREAS, it is in the best interests of the County to waive the Request for Proposals (RFP) process as the contractor is a vendor in the U.S. General Services Administration acquisition and service provider pool; and

 

WHEREAS, this Board has been presented with a form of this Agreement and has examined and approved it as to both form and content and desires to enter into the same.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

1) The RFP process is waived and the President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of the Board shall attest the President’s signature thereto; and

2) The Chief Probation Officer or his designee is hereby authorized to execute contract amendments that modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
