Agreement with Ravenswood Family Health Center

 

RECOMMENDATION:

Adopt a Resolution:

A)

Waiving the Request for Proposals process and authorizing the President of the Board to execute an Agreement with Ravenswood Family Health Center to provide outreach, enrollment, retention, and utilization services for children and adult health coverage programs for the term January 1, 2011 through December 31, 2012, for a maximum obligation of $248,000.

 

B)

Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

Ravenswood Family Health Center (RFHC) provides access to health care services for uninsured, low-income, and medically underserved residents living in the southern region of San Mateo County. For the past seven years, the Health System has partnered with RFHC through the Children’s Health Initiative (CHI) to enroll uninsured children and adults into the following health coverage programs: Medi-Cal (MC), Healthy Families (HF), Healthy Kids (HK) and the Access and Care for Everyone (ACE) program.

 

DISCUSSION:

In order to effectively conduct outreach to uninsured residents in San Mateo County, a Request for Proposals (RFP) was issued to community-based organizations throughout the County in September 2007. RFHC was one of five organizations selected to provide these services, targeting uninsured residents in the southern region of the County. Based on their outstanding performance in the past three years, enrolling more than 5,400 children and adults into health coverage programs, the CHI Oversight Committee recommended a new contract with the RFHC for another two years.

 

Under this Agreement, RFHC will continue to perform outreach, enrollment, retention, and utilization activities targeting uninsured residents living in the southern region of San Mateo County who are eligible for, but not enrolled in, health care coverage programs. These programs include: MC, HF, HK, and ACE. The contractor will oversee staff who will be trained as Certified Application Assistants and will use the One-e-App web-based application processing system to enroll eligible children and adults into the various health coverage programs.

 

This Agreement and Resolution have been reviewed and approved by County Counsel. The Contractor’s insurance has been reviewed and approved by Risk Management.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

 

Approval of the Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by ensuring that uninsured residents living in the southern region of San Mateo County will be screened, enrolled, and retained in various health coverage programs. Maximizing enrollment in available health coverage programs strengthens the county’s ability to provide residents’ access to healthcare. It is anticipated that there will be no significant change in enrollment.

FISCAL IMPACT:

The term of this Agreement is January 1, 2011 through December 31, 2012, for a maximum obligation of $248,000. Agreement costs of $62,000 are included in the Children’s Health Initiative-Health Coverage Unit (CHI-HCU) FY 2010-11 Adopted Budget; $124,000 will be included in the FY 2011-12 Recommended Budget, and $62,000 will be included in the FY 2012-13 Recommended Budget. The Agreement is covered by contributions from the First 5 San Mateo County, Peninsula and Sequoia Healthcare Districts, the CHI Trust Fund, federal reimbursements from the Medi-Cal Administrative Activities program and the County General Fund. The Net County Cost for this Agreement for FY 2010-11 is $20,460.
