Employee of the Month for December 2010

 

RECOMMENDATION:

Honor Michael Carignan as Employee of the Month for December 2010 and authorize the President of the Board to sign the commendation.

 

BACKGROUND:

The Employee of the Month program was established in December 1984 to recognize and honor County employees who consistently demonstrate an outstanding level of performance.

 

Our Employee of the Month for December 2010 is Michael Carignan, a Senior Accountant in the Human Resources (HR) Department.

 

DISCUSSION:

Michael began his career with the County in 2004 as a Senior Accountant in the Human Services Agency. In 2007, he transferred to the HR Department. Michael is responsible for the day-to-day financial transactions and reporting for the Department and he also provides fiscal support to the Public Safety Communications and Shared Services (Purchasing, Mail & Copy) programs.

 

Michael’s extensive knowledge of finance has been of great benefit to the County. He is accurate, analytical, detail-oriented, customer service-oriented, resourceful, professional and demonstrates a high-level of follow-through and initiative. In a recent customer survey, the HR Fiscal Unit received a 100% overall customer satisfaction rating in large part to the services performed by Michael. One customer noted that the level of service provided by Michael could “be held up as a model for the rest of the County.” Another customer noted, “Michael is my ‘go to [person]’. Always responsive, courteous, and has helped me out tremendously with AP/IFAS/contract issues. It’s a pleasure having him available to answer the million and one questions I pose to him on a weekly basis.” The Risk Manager recently stated that, “Michael was and continues to be a key relationship for me in my new role. He walked me through the approval process, monitors my contracts, spent time explaining my budget and trust fund reports, and designed a report that has greatly reduced the manual work for my staff on our annual service charges.”

Despite having a significant workload, Michael looks for opportunities to continue to develop and expand his knowledge, including participating in the Regional Training Consortium’s First Line Supervisory Academy and the County’s Fiscal Officers Academy. He has been diligent about protecting County resources as is evident by a few assignments he has recently taken on, including:

    Developing a report for Risk Management that reduces the manual tracking of invoices for departmental service charges

    Identifying and implementing budget reduction strategies for the Shared Services Program

    Increasing revenues through budgeting monitoring and reporting of the Risk Management, Benefits and Retiree Health Benefits Trust Funds (which include CalPers reimbursements)

    Improving efficiencies by developing and implementing a process that transferred Workers’ Compensation check processing from the Controller’s Office to a third-party administrator.

 

Through his hard work and dedication to public service, Michael has successfully expanded his responsibilities. He is an extraordinary employee that “goes above and beyond” to provide exceptional services and exemplifies all of HR values.

 

Approval of the Employee of the Month contributes to the Shared Vision 2025 outcome of Prosperous Community by recognizing employees that foster innovation and excellence in the services provided.

 

Our County is fortunate to have Michael Carignan as one of its outstanding employees.
