Amendment One to the Agreement with PetData, Inc. for Animal Licensing Services

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

A)

President of the Board to execute Amendment One to the Agreement with PetData, Inc. to provide animal licensing services, extending the term through June 30, 2013, and increasing the Agreement maximum by $333,000 to a new maximum of $813,000; and

   

B)

Chief of the Health System or designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services are within the current or revised fiscal provisions.

   

BACKGROUND:

As a result of the Request for Proposals (RFP) process, in December 2007 PetData, Inc. was selected to provide animal licensing services for the County. This selection resulted in an annual savings to the shared cost to the cities and County of approximately $150,000.

 

Over the first three calendar years of the contract with PetData, Inc., there has been an annual increase in licensing of approximately 3%.

 

DISCUSSION:

PetData, Inc., a Texas-based company, currently contracts with over 35 cities and counties throughout the country with 11 jurisdictions in California including Antioch, San Clemente-Dana Point, Culver City, Gilroy, Lake County, Newport Beach, Oakland, Santa Barbara, San Luis Obispo County, Solano County, and Torrance.

 
 

PetData, Inc. continues to offer a fast and efficient licensing turnaround time, utilizing vaccination data to locate previously unlicensed animals, developing methods to increase veterinarian participation, and participating in community outreach and education, all with the goal of increasing animal licensing and rabies vaccination compliance in our county. PetData, Inc. offers a dedicated San Mateo County customer service hotline for the public and an increasing popular option to pay for a license online.

 

The Animal Licensing Program is fully funded by revenues collected through animal licensing. Prior to contracting with PetData, Inc., total cost for the program for FY 2006-07 was $344,554. PetData, Inc.’s fees charged to the County for the same period of time would have been $160,000-$170,000, a cost savings of approximately $150,000. Savings generated have decreased the amount the 20 cities and the County contribute to the Animal Control Program.

 

The Amendment and Resolution have been reviewed and approved by County Counsel. The Contractor’s insurance has been reviewed and approved by Risk Management.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

This Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by protecting the public through licensing efforts. Proper animal licensing is essential to ensure compliance with rabies vaccinations which reduces the potential of a rabies outbreak. It is anticipated that 40,000 licenses will be issued in FY 2010-11.

FISCAL IMPACT:

The term of the Amendment is January 1, 2008 through June 30, 2013. The maximum obligation is increased by $333,000 from $480,000 to a new maximum obligation of $813,000, of which $176,000 is included in the Community Health FY 2010-11 Adopted Budget. Similar arrangements will be made for subsequent years. There is no Net County Cost associated with this Amendment.
