SUBJECT:

Amendment No. 4 to the Agreement with People Strategy (formerly known as Integral Systems, Inc.)

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Amendment No. 4 to the Agreement with People Strategy (formerly known as Integral Systems, Inc.) for hosting services and support, increasing the amount of the Agreement by $273,900, for a new total maximum fiscal obligation of no more than $1,212,240 and extending the term to December 31, 2011.

 

BACKGROUND:

Since 1991, the County has used the Personnel Information and Payroll System (PIPS), a complex set of payroll and benefit programs to pay staff and track personnel payroll data. Ensuring the availability of PIPS requires both County staff and People Strategy support.

 

DISCUSSION:

Ongoing preventative and routine maintenance of PIPS is needed to ensure system availability and to keep it current with state and federal payroll law. Maintenance includes analysis and application of software patches as well as system fail-over testing between two hosting sites. People Strategy is reviewing its long-term commitment to the PIPS platform, and is only willing to extend the current contract by one year. During that year County Payroll Steering committee will continue to work with People Strategy on establishing a longer-term relationship, while also exploring alternative hosting options.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. Risk Management has reviewed and approved Contractor’s insurance and County Counsel has reviewed Agreement and Resolution as to form.

 
 

This contract supports the Shared Vision 2025 Collaborative Community goal by providing a system that can be used by all County departments to manage employee personnel and payroll information in a central repository.

FISCAL IMPACT:

The term of this amended Agreement is from September 11, 2007, to December 31, 2011. The new total fiscal obligation under this Agreement is $1,212,240. Funds are included in ISD’s Adopted FY 2010-11 Budget and will be included in the FY 2011-2012 Recommended Budget.
