Automobile Parking at the Half Moon Bay Airport during the Jay at Maverick’s Big Wave Invitational Surfing Contest

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Agreement with the Half Moon Bay Surf Group, Inc. which allows the Half Moon Bay Surf Group to park vehicles at the Half Moon Bay Airport during the one-day Jay at Maverick’s Big Wave Invitational Surfing Contest.

 

BACKGROUND:

The Board has authorized similar agreements each of the last four years with the prior sponsor of the contest, Maverick’s Surf Ventures, Inc.

 

DISCUSSION:

The Jay at Mavericks’s Big Wave Invitational Surfing Contest (Contest) takes place annually off Pillar Point approximately one mile southwest of the Half Moon Bay Airport (Airport), lasts for one day, and has typically attracted approximately 30,000 spectators. The specific date of the Contest is not known until just days before it takes place based on surf conditions. However, the window of time in which this year’s event is scheduled is set between December 1, 2010 and April 15, 2011. The number of spectators attending the Contest in prior years and the lack of available parking has resulted in access and congestion problems in the neighboring communities and roadways.

 

The Half Moon Bay Surf Group (Surf Group) will be establishing large screen public viewing areas in the Princeton area during the Contest as public access to the beach and cliff area will not be permitted during this year’s event.

 

The proposed Agreement requires the Surf Group to provide sufficient staffing to coordinate parking, security and the general policing of the Airport area to be used. They are also coordinating traffic control with the Sheriff’s Office and the California Highway Patrol.

 

The Airport will be open for normal aircraft operations on the day of the Contest. We have notified Airport tiedown and hangar tenants of the proposed event as well as the Fixed Based Operators, the Federal Aviation Administration (FAA) and the Mid Coast Community Council.

 

Section 25536 of the Government Code provides that a board of supervisors, by 4/5ths vote, may enter into concession agreements to allow activities on county airport property.

 

The Surf Group has complied with the insurance requirements set forth in the Agreement, which have been reviewed and approved by Risk Management.

 

County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

Authorizing the execution of the proposed Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing a parking location for spectators attending the Contest, which will help alleviate access and safety concerns in the Princeton area during the event.

 

FISCAL IMPACT:

The Surf Group will pay the Airport Enterprise Fund $7.50 or fifty percent (50%) of the amount charged (whichever is greater) for each vehicle parked at the Airport during the Contest, with a minimum fee of $2,000.00.

 

There is no impact to the General Fund.
