Application for Federal Surface Transportation Program and/or Congestion Mitigation and Air Quality Improvement Program Funding

 

RECOMMENDATION:

Adopt a Resolution authorizing the Director of Public Works, or his designee, to submit an application with the Metropolitan Transportation Commission for federal Surface Transportation Program and/or Congestion Mitigation and Air Quality Improvement Program funding to resurface a portion of Pescadero Creek Road in the Pescadero Area.

 

BACKGROUND:

The City/County Association of Governments (C/CAG) is the Congestion Management Agency for the County of San Mateo and administers federal funding available through the Metropolitan Transportation Commission (MTC). C/CAG informed the Department that the County is eligible to apply for federal funding pursuant to MTC’s Surface Transportation Program (STP) and/or Congestion Mitigation and Air Quality Improvement (CMAQ) Program funding.

 

DISCUSSION:

In order to receive STP/CMAQ Program funding, MTC requires eligible project sponsors to submit an application and that their Board adopt a resolution which provides assurance that the County will complete the work, comply with regulations under the STP/CMAQ Program, and commit the necessary non-federal local matching funds. The Resolution is in a template form as required by MTC.

 

The Department requests the Board authorize the Director of Public Works, or his designee, to execute and file an application with MTC. If the funding is approved by MTC, the Department will initiate the preparation of the plans and specifications for the work, such that they are completed by February 1, 2012 to comply with the funding deadlines.

 

Based on specific functional classifications, the Federal Highway Administration identified a select number of County roads that are eligible for STP/CMAQ funding. The Department evaluated the eligible County roads and recommends your Board authorize the application for funding to resurface Pescadero Creek Road from Highway 1 to Cloverdale Road (approximately 2.55 miles in length). This portion of Pescadero Creek Road was selected after evaluating the pavement condition of the eligible roads, appropriate pavement improvement treatments given the available funding, and locations of previously approved projects that utilized federal funding.

 

County Counsel has reviewed and approved the Resolution as to form.

 

Submitting an application for STP/CMAQ Program funding will contribute to the Shared Vision 2025 outcome of a Livable Community by completing a project that will provide the public with a well-maintained and drivable roadway.

 

FISCAL IMPACT:

The estimated cost of the proposed project is $1,203,000.00. The STP/CMAQ Program funding and local matching funds will be used to finance the design, construction management, and construction contract expenses. The project will be initially financed from the Road Fund as STP/CMAQ funds are received on a reimbursable basis. The Road Fund has sufficient funds available to manage the cash flow requirements of the project while payments are being requested of MTC.
