SUBJECT:

Amendment One to the Agreement with Peninsula Family Service increasing Senior Community Services Employment Program funds and services

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute the First Amendment to the Agreement with Peninsula Family Service expanding services and increasing funding for the Senior Community Services Employment Program for a total increase of $29,612 to $393,933 with no change to the term of July 1, 2010 through June 30, 2011.

 

BACKGROUND:

On September 28, 2010, your Board authorized Resolution 71056 approving an agreement with Peninsula Family Service and 22 other providers for Adult Day Care/Adult Day Health Care, Alzheimer’s Day Care Services, Case Management, Congregate Nutrition, Family Caregiver Support, Health Insurance Counseling and Advocacy Program, Health Promotion/Disease Prevention, Home-Delivered Meals, Legal Assistance, Medication Management, Ombudsman Services, Senior Employment and Transportation. The total amount of the 23 Agreements was $3,066,516 for the term of July 1, 2010 through June 30, 2011, to provide these services to at-risk individuals in San Mateo County.

 

The Senior Community Services Employment Program (SCSEP) supports the training and placement of low-income older adults in subsidized positions in community service agencies throughout San Mateo County. The subsidized employment through SCSEP provides a maximum of 27 part-time training positions to prepare individuals for unsubsidized work. Because of the higher minimum wage in California, the State funds only 25 of these positions. The subsequent placement and retention of trained individuals in unsubsidized positions as a result of their employment in subsidized positions is the successful outcome of this program and is reflected in the performance measure. The targeted population for this program includes low-income individuals who face significant barriers to employment including lack of work experience, an unstable home environment, cultural and linguistic barriers, and mental health concerns. The added challenge of the constricted employment marketplace has had a negative effect on placements.

 

DISCUSSION:

This year Aging and Adult Services (AAS) received additional Federal funding for the Title V Senior Community Services Employment Program (SCSEP). The State also authorized the unused Federal SCSEP Appropriation Act 2010 funds for FY 2009-10 to be shifted to FY 2010-11. These funds will be used to increase the number of subsidized senior employment slots in the County. Peninsula Family Service is the sole provider of the SCSEP.

 

County Counsel has reviewed and approved the Resolution and Amendment as to form.

 

This Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by allowing AAS to provide opportunities for San Mateo County older adults and adults with disabilities to maintain their independence and dignity through employment and real gains in income. It is anticipated that two out of the 25 participants will successfully obtain unsubsidized placement in FY 2010-11.

The number and percentage of participants who successfully obtained unsubsidized placement as a result of their work experience in a subsidized position was lower than anticipated due to fewer unsubsidized positions available in the community. As a result of American Recovery Reinvestment Act funding for SCSEP, additional subsidized positions are available in FY 2010-11, creating an increased need for unsubsidized positions. AAS staff continues to work with the current community provider to increase the number of unsubsidized placements in the community. The goal for FY 2010-11 is for two individuals who participated in the 25 subsidized positions to be placed in unsubsidized positions during FY 2010-11.

 

FISCAL IMPACT:

The term of the Agreement remains July 1, 2010 through June 30, 2011. This Amendment represents an overall increase in Federal funds in the amount of $29,612 for a maximum obligation of $393,933 for the term of the Agreement. Funds are included in the AAS FY 2010-11 Adopted Budget. There is no Net County Cost associated with this action.
