First Amendment to the Agreement with Jewish Family and Children’s Services

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a First Amendment to the Agreement with Jewish Family and Children’s Services for the provision of outpatient mental health services, increasing the maximum obligation by $105,981 to a new maximum of $205,481, with no change to the Agreement term of July 1, 2010 through June 30, 2011.

 

BACKGROUND:

Since 1996 the County has contracted with Jewish Family and Children’s Services (JFCS) for provision of outpatient mental health services authorized by the Mental Health Plan (MHP). Contractor has provided family treatment and support services to children, youth, and their families and caregivers.

 

On June 16, 2010, the County Manager approved an Agreement with JFCS for the provision of outpatient managed care mental health services. These services are provided to Medi-Cal eligible beneficiaries, clients covered by the Healthy Families and Healthy Kids Programs, client caregivers covered by HealthWorx, and clients covered by Health Plan of San Mateo’s CareAdvantage program for Medicare and clients known to be indigent, for whom the MHP has assumed responsibility. Clients are authorized for services by the Behavioral Health and Recovery Services (BHRS) Division’s ACCESS team.

 

DISCUSSION:

The Early Childhood Community Team (ECCT) is one of several initiatives developed through an extensive planning process that resulted in the Mental Health Services Act prevention and early intervention approved plan. The purpose of the ECCT is to support healthy social emotional development in child care settings by providing consultation to child care providers. ECCT will focus on the parent-child relationship as a vehicle to long-term healthy child development. The ECCT will serve a community with a high proportion of Latino or isolated farm worker families, or a community experiencing a significant degree of interpersonal and community violence, which has significant impact on families and young children.

 

In July 2010 BHRS issued a Request For Proposals (RFP) for the ECCT. JFCS in conjunction with YFES, was selected in the RFP process.

 

JFCS will work with YFES to create the ECCT to serve the Daly City and the Coastside communities. The ECCT will be comprised of a community outreach worker, an early childhood mental health consultant, and a licensed clinician. JFCS will provide an early childhood mental health consultant and a clinician. YFES will provide a bilingual community outreach worker and a licensed clinician. This collaboration will enable the two agencies to serve a greater geographical area than either would be able to do alone. JFCS and YFES will share resources and training, planning techniques and outreach strategies to better serve the targeted communities.

 

This First Amendment to the Agreement with JFCS is now necessary to include ECCT services, increasing the maximum obligation by $105,981 for a new maximum obligation of $205,481, with no change to the Agreement term.

 

The Amendment and Resolution have been reviewed and approved by County Counsel. The Contractor’s insurance has been reviewed and approved by Risk Management.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

Approval of this Amendment will contribute to the Shared Vision 2025 outcome of a Healthy Community by providing services that promote wellness and recovery and support consumers remaining in the lowest possible level of care. The services included in this Amendment are ECCT, transitional treatment, and support to mentally ill children and adults. The services provided within this Agreement are an established level of care. It is anticipated that 77% of clients who receive services through this Agreement will be maintained at a current or lower level of care.

FISCAL IMPACT:

The term of this amended Agreement remains July 1, 2010 through June 30, 2011. The maximum obligation is increased by $105,981 to a new maximum of $205,481. The increase will be funded by Mental Health Services Act Funds ($90,483) and Federal Financial Participation for Medi-Cal ($15,498). There is no additional Net County Cost. These funds have been included in the Behavioral Health & Recovery Services FY 2010-11 Adopted Budget.
