First Amendment to the Agreement with 7th Avenue Center, LLC

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a First Amendment to the Agreement with 7th Avenue Center, LLC for the provision of locked psychiatric care for clients, increasing the maximum obligation by $220,000 for a new maximum of $1,260,250, with no change to the Agreement term of July 1, 2008 through June 30, 2011.

 

BACKGROUND:

On May 20, 2008, your Board approved an Agreement with 7th Avenue Center, LLC for the term July 1, 2008 through June 30, 2011, for a maximum obligation of $1,040,250.

 

The Agreement with 7th Avenue Center, LLC is for the provision of five beds for San Mateo County residents. Efforts over the last several years to decrease the length of stay at Napa State Hospital and at Cordilleras have resulted in an increased use of community placements like 7th Avenue. For severely mentally ill clients, 7th Avenue is a less expensive alternative placement than Napa State Hospital. 7th Avenue has been willing to work with clients with very difficult behavioral problems who are placed directly from the State Hospital.

 

DISCUSSION:

Because of the specialty services the Contractor provides to some of our most difficult clients, we are requesting the Agreement with 7th Avenue Center, LLC be amended to increase the number of beds from five to seven. The contract maximum is being increased by $220,000 for a new maximum obligation of $1,260,250, with no change to the term of July 1, 2008 through June 30, 2011.

 

The Resolution and Amendment have been reviewed and approved by County Counsel. The Contractor has assured compliance with the County's Contractor Employee Jury ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

This Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing locked psychiatric care for San Mateo County adults with serious and persistent mental illness. The provision of locked psychiatric care for San Mateo County clients is one established level of care. The services provided through this Agreement contribute to this measure. It is anticipated that 68% of clients who receive locked psychiatric care through this Agreement will be maintained at the current level of care or discharged to a lower level of care.

FISCAL IMPACT:

The term of this amended Agreement remains July 1, 2008 through June 30, 2011. The maximum obligation is increased by $220,000 to a new maximum of $1,260,250. For FY 2010-11 the maximum obligation is $566,750. Of the increase, sales tax through Realignment will fund $200,000 and the remaining $20,000 is Net County Cost. These funds are included in the BHRS FY 2010-11 Adopted Budget.
