Salary Ordinance Amendment to add three positions for the Home Energy Retrofit Occupations grant

 

RECOMMENDATION:

Adopt an ordinance amending the salary ordinance adding three unclassified positions: a Human Services Supervisor, a Human Services Analyst II and an Employment Services Specialist II

 

BACKGROUND:

On November 30, 2010, the Board of Supervisors adopted Resolution 071154 to accept the Home Energy Retrofit Occupations (HERO) in the amount of $2,565,640 for the purpose of providing energy efficiency workforce training and job placement for unemployed and incumbent workers.

 

DISCUSSION:

Workforce Development anticipates the need to hire one Human Services Supervisor, one Human Services Analyst II and an Employment Services Specialist II to implement the HERO program. The Employment Services Specialist II will recruit, select and provide overall support to clients enrolled in the HERO grant training programs. The Human Services Analyst II will provide analytic support, reporting, tracking of HERO performance outcomes and support to the HERO Program Manager as needed. The Human Services Supervisor will be the overall program manager of the HERO program, performance outcomes and grant deliverables.

Positions will expire at the end of the grant period and no positions will go beyond three years.

County Counsel has reviewed and approved the ordinance as to form. The Human Resources Department has reviewed the Salary Ordinance Amendment.

 

Approval of this ordinance contributes to the Shared Vision 2025 outcome of a Prosperous Community by implementing energy efficiency workforce training and job placement for unemployed and incumbent workers in San Mateo County. It is anticipated that 94% of participants entered into the HERO program will complete training and 80% of those who complete training will enter into employment.

FISCAL IMPACT:

This salary ordinance adds three unclassified positions to support the HERO grant from the Department of Labor which has a term of July 1, 2010 through June 30, 2013. The cost for the three positions is $318,057 per year for a total obligation not to exceed $768,638. There is sufficient appropriations in FY 2010-11 Adopted Budget for this year's expense of $132,524 and the remaining amount will be included in the FY 2011-12  and FY 2012-13 Recommended Budgets. The cost of the three positions will be fully covered by the HERO grant. There is no Net County Cost associated with this action.
