Agreement with the California Department of Public Health

 

RECOMMENDATION:

Adopt a Resolution authorizing the:

A)

President of the Board to execute an Agreement with the California Department of Public Health for funding to provide HIV Care, HIV Prevention and HIV/AIDS Surveillance Programs for the period of July 1, 2010 through June 30, 2013, for a maximum obligation of $1,776,234; and

   

B)

Chief of the Health System or designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions; and

   

C)

Chief of the Health System or designee to sign memoranda of understanding for the programs related to the Agreement.

 

BACKGROUND:

The California Department of Public Health (CDPH) has been providing funding to the San Mateo Community Health STD/HIV Program (SMSH) since 1993 for HIV/AIDS outpatient/ambulatory medical care, HIV Prevention and HIV/AIDS surveillance Programs. Funds for these services are awarded to SMSH under one Master Grant Agreement plus one Memorandum of Understanding (MOU) for each program funded. The MOU’s are between the State and SMSH and include project deliverables for each service provided.

 

DISCUSSION:

CDPH has awarded SMSH $1,776,234 in federal funds for FYs 2010-2013. This funding will be utilized to provide HIV medical services to 175 clients and HIV prevention services, including HIV and hepatitis C testing, behavioral interventions and partner services to 1,330 clients for FY 2010-11. Due to the lateness of the authorization of the state’s budget, CDPH did not send the Agreement to the County until late October 2010. The work required by the terms of the Agreement has been undertaken by the Health System on written assurance and direction of CDPH.

 

Over the years, your Board has extended signature authority for the memoranda of understanding to the Chief of the Health System, which has facilitated the contract approval process.

 

County Counsel has reviewed and approved the Agreement and Resolution as to form.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing HIV/AIDS medical care, HIV prevention and HIV/AIDS surveillance to San Mateo County residents. It is anticipated that the viral load of 75% of clients receiving medical care and psycho-social services will decrease or remain undetectable.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2013. The amount of the Agreement is $1,776,234. Of this amount, $607,796 is included in the Community Health FY 2010-11 Adopted Budget. The budgets for FYs 2011-12 and 2012-2013 will each include an annual amount of $584,219. There is no Net County Cost.
