RESOLUTION AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AMENDMENT TO THE AGREEMENT WITH THE SAN MATEO COMMUNITY HEALTH AUTHORITY TO: 1) INCREASE THE COVERAGE RATE FROM $74.47 PER-MEMBER-PER-MONTH TO $101.02 PER-MEMBER-PER-MONTH EFFECTIVE JANUARY 1, 2011 THROUGH DECEMBER 31, 2012; 2) IMPLEMENT AN AUTOMATIC WAIVER OF THE FAMILY CONTRIBUTION FOR HEALTHY KIDS MEMBERS WITH INCOME UNDER 133% OF THE FEDERAL POVERTY LEVEL (FPL); AND 3) ESTABLISH OTHER ADMINISTRATIVE CHANGES TO THE AGREEMENT.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, on May 24, 2005, the Board of Supervisors approved an Agreement for the period February 12, 2005 through February 11, 2008, whereby the San Mateo Health Authority (the Authority) will support the Children’s Health Initiative (CHI) by administering health insurance, medical, dental, and vision benefits for Healthy Kids (HK) eligible children; and

WHEREAS, on October 17, 2006, the Board of Supervisors approved an Amendment to the Agreement effective February 12, 2006 to add funding for retention efforts and to include an “at-risk” premium arrangement through which the Authority receives a payment rate of $91.45 per-member per-month (PMPM); and

WHEREAS, on June 26, 2007, the Board of Supervisors approved an Amendment to the Agreement effective February 12, 2007 to add funding for retention efforts and to include an “at-risk” premium arrangement through which the Authority receives a payment rate of $92.13 PMPM; and

WHEREAS, on March 11, 2008, the Board of Supervisors approved an Amendment to the Agreement lowering the HK PMPM rate to $74.47 effective February 12, 2008; and

WHEREAS, on January 26, 2010, the Board of Supervisors approved a new three-year Agreement with the Authority effective January 1, 2010 through December 31, 2012 with the same HK PMPM rate of $74.47; and

WHEREAS, both parties now wish to execute an Amendment to the Agreement increasing the HK PMPM rate from $74.47 to $101.02 effective January 1, 2011 through December 31, 2012, implement an automatic waiver of the family contribution for HK members with income under 133% of the Federal Poverty Level (FPL), and establish other administrative changes to the Agreement; and

WHEREAS, this Board has been presented with the Amendment and has examined and approved it as to both form and content and desires to enter into the Amendment to the Agreement.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of the Board of Supervisors is hereby authorized and directed to execute said Amendment for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.
